ITEM EXPLANATION:
The subject portion of Calle Barcelona is unclassified on the Circulation Element of the General
Plan. It is a four-lane roadway built to city standards and is divided with either a painted or raised
median. The roadway is relatively straight except for a horizontal curve located midway within the
road segment. Roadway grades vary between 1.40% and 7.20% and the subject road segment has
a length of 0.45 miles.
Two signalized intersections and three driveways intersect Calle Barcelona west of El Camino Real.
The road has a two-way average daily traffic (ADT) volume of 9,220 vehicles based upon an
April 2004 count. A speed survey conducted on the subject portion of Calle Barcelona determined
the 85th percentile speed, commonly called the critical speed, to be 40 miles per hour. The critical
speed is the speed at which 85 percent of the vehicles are traveling at or below.
Sections 22357 and 22358 of the California Vehicle Code authorize local authorities to establish a
prima facie speed limit on the basis of the results of an Engineering and Traffic Survey.
The Engineering and Traffic Survey considers such factors as the number of collisions that have
occurred on the road segment, roadway features, adjacent land uses, driveway locations,
traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight
distance, and conditions that may not be readily apparent to the driver.
At their meeting on August 2, 2004, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to establish a prima facie speed limit upon Calle Barcelona.
The Commission recommended by a 2-1 vote that a 40 mile per hour prima facie speed limit be
established upon Calle Barcelona from the south city limit to its intersection with El Camino Real.
East of El Camino Real the posted speed limit on Calle Barcelona is 45 miles per hour.
The current version of the Engineering and Traffic Survey is on file in the offke of the City Traffic
Engineer.
FISCAL IMPACT:
Installing two speed limit signs upon Calle Barcelona will cost about $250.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE
AMENDMENT OF SECTION 10.44.340 TO ESTABLISH A
PRIMA FACIE 40 MILE PER HOUR SPEED LIMIT UPON
CALLE BARCELONA FROM THE SOUTH CITY LIMIT TO ITS
INTERSECTION WITH EL CAMINO REAL.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended
3y the revision of Section 10.44.340 to read as follows:
“1 0.44.340 Calle Barcelona:
a. Upon Calle Barcelona from the south city limit to its
intersection with El Camino Real, the prima facie speed limit
shall be forty miles per hour.
b. Upon Calle Barcelona from El Camino Real to its
intersection with Rancho Santa Fe Road, the prima facie speed
limit shall be forty-five miles per hour.
C. Upon Calle Barcelona from Rancho Santa Fe Road to its
intersection with Calle Acervo, the prima facie speed limit shall
be thirty miles per hour.”
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
(1 5) days after its adoption.
