ACCEPTANCE OF HUMAN RESOURCES DEPARTMENT
STRATEGIC PLAN UPDATE 9/28/04

Adopt Resolution No.2004-309 accepting the Human Resources Department Strategic Plan Update as
presented.
ITEM EXPLANATION:
Over the last three years, the City’s Human Resources Department developed and began
implementing a departmental strategic plan. As part of this process, the department developed a
mission, vision and values, and identified significant areas for improvement as a critical
administrative support department.
One benefit of this strategic planning process was the identification of key competencies most
important to the City organization. The Human Resources Department took these competencies and
used them to guide improvement efforts in the areas of performance management, employee
developmenthraining, and employee selection.
In an effort to keep track of the department’s progress, information was solicited from City employees
through the introduction of two customer satisfaction surveys. This survey information continues to
be used to set departmental priorities, to allocate resources and to change internal processes.
This presentation is being provided as an update to our strategic planning efforts which were assisted
by Mary Ann Ellis of the OmegaOne Group consulting firm. This information (in modified form)
was presented at the Innovations Group (IG) Conference in Reno, Nevada in June 2004.

RESOLUTION NO. 2004-309
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, ACCEPTING THE HUMAN
RESOURCES DEPARTMENT STRATEGIC PLAN UPDATE.
WHEREAS, the City of Carlsbad’s Human Resources Department has developed a
strategic plan which is monitored on an annual basis; and
WHEREAS, the Human Resources Department strategic plan is aligned with the
strategic goals of the City Council; and
WHEREAS, the City Council wishes to accept the Human Resources Department
Strategic Plan Update as a continuing effort in the evolution of the Human Resources
Department;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
That the above recitations are true and correct.
That the City Council hereby accepts the Human Resources Department Strategic
Plan Update.
