Receive presentation and consider request from Larry Clemens, President, Lennar
Communities, on proposal to change three street names in Bressi Ranch as allowed by City
Council Policy Twenty.
ITEM EXPLANATION:
Attached is a letter (Exhibit 1) from Larry Clemens, President, Lennar Communities,
requesting that the City Council consider changing three (3) street names in the future
Bressi Ranch development.
The proposed name changes are:
Gardenlane Way to Bressi Ranch Way
0 Astoria Street to Nygaard Street
Eden Place to Finnila Place
The request may be considered under City Council Policy Twenty, which provides
guidelines for street naming and addressing for streets located within the City of Carlsbad.
Based on language contained in Council Policy Twenty, Section 6.D, which states -
“Without following the procedures required by this policy, the City Council may directly
approve a street name change when such change is due to overriding economic or social
considerations”, the City Council has the authority to approve Lennar’s request if the
Council so chooses.
Options available to Council in this matter are:
A. Approve Lennar’s request, or
B. Refer this matter to the Planning Department for evaluation and recommendation,
or
C. Take no action on request from Lennar Communities

SUBJECT: Request for street name change on Bressi Ranch: Tract CT 02-06
Dear Ray:
Your assistance will be appreciated in placing this item (street name changes) on the earliest City
Council meeting agenda possible.
On behalf of Lennar Communities, please allow this letter to serve as a formal request for your
approval to change three street names in the Bressi Ranch community. Recognizing both the
historical value that the Bressi Ranch name and property has in the City of Carlsbad, in addition
to the service and value that both Ramona Finnila and Julie Nygaard have played in the fruition
of the Community, we would like to change the following street names to:
Gardenlane Way - replace by Bressi Ranch Way
Astoria Street - replaced by Nvaaard Street
Eden Place - replaced by Finnila Place
These newly named streets will be located in the commercial/retail area so that not only the
residents of Bressi Ranch will drive them dally, but also those Carlsbad residents that will
frequent the retail area.

BACKGROUND: Due to the number of streets existing and planned in the City of Carlsbad, the City
Council determined that it was in the public interest to adopt a policy for naming and numbering new
public and private streets and changing the names of existing streets, according to authority given in
Government Code Section 34091 .l. The Community Development Director has determined that it is in the public interest to revise the existing policy for naming and numbering new public and private
streets to conform to the Carlsbad Post Office's future computer processing system.

2. In all cases, street names shall be consistent with the Council Policy. No street names will be
approved that use the main name more than once. If there is a Toledo Street, there will never
be a Toledo Way, Toledo Court, etc.
3. Street names within the City of Carlsbad must be limited to a total of sixteen (16) letters and
spaces so that the names can be placed upon the standard name blanks.
4. Short streets, cul-de-sac streets, and winding streets have short names to facilitate placing
their names on maps and plans.
5. In general, streets which change directions approximately 90 degrees between intersecting
streets should have a different street name.
6. Street name changes may be requested by any of the following:
a) A letter form a private individual or body to City Council or Planning Commission
b) Resolution of Intention of the Planning Commission
c) Resolution of Intention of the City Council
In all cases, it shall be the duty of the Planning Department to prepare a report
discussing the justification for such a change, recommending a replacement name and
discussing any effects of the change on other streets in the City.

8. All the addresses shall be assigned by the Development Processing Services Division.
Addresses must be assigned prior to the issuance of a building permit.
9. Addresses shall be placed over or near the principal entrance and be easily seen from the street. Commercial and industrial building numbers shall be not less than six inches high;
residential numbers shall not be less than three inches high. Both shall be in a contrasting
color. Suites with an entrance on both sides of the building shall have the suite address at
both entrances.
