RECOMMENDED ACTION:
Receive presentation from the Village Business Association regarding possible
enhancements to the Village area.
ITEM EXPLANATION:
The City Council provides an opportunity for citizens and organizations to have an item
placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a
letter (Exhibit 1) from Louise Manganelli, Board Member, Carlsbad Village Business
Association, requesting that the City Council consider possible enhancements to the Village
area.

Our members wish to present some high priority issues that we feel can be
implemented at a fairly minimal cost. These downtown improvements can be
accomplished quickly to improve the downtown area as we move into the fall and
winter months.
We understand that these two items are already on the list of acceptable projects,
but have not appeared on any implementation schedule. These items are:

Diagonal Parking on Grand Avenue
Lighting in the trees on State Street and Grand Avenue
Please contact Lisa Limber in the CVBA office (760-434-2553) with the date that
these items will be on the agenda, so she can notify the CVBA members who wish to
speak at that meeting.

Dear Mayor Lewis and Members of the Council:
The Carlsbad Village Business Association has requested a few moments of your time at tomorrow
eveningās council meeting to speak on several issues pertinent to the Village. We understand that
under the Redevelopment Master Plan a number of items were listed as improvements to the Village.
We also understand that, as of now, the council has elected not to prioritize any of the items on the
list. The CVBA would like to address two of the items, which they deem very important to their
businesses, especially as we approach daylight savings time and the holidays.
The first item is:
1. On-Street Diagonal Parking (in particular, on Grand Avenue)
We understand that the parking structure is part of a long-term plan to ease the parking burden in the
Village, and we are aware that the Housing and Redevelopment Agency is working on this plan. At this
time, we would like to request prioritization of the on-street diagonal parking item as a more
immediate interim solution. The second item is:
2. Enhanced Streetscape Improvements (specifically, electrical conduit for outdoor lighting on
various streets in the Village)
It has come to our attention that many areas of the Village are quite dark after sunset. By
implementing more lighting on certain downtown streets, it will make the Village a more accessible
place to visit after dark.
We would like to request that these two items be prioritized on the plan. As we near the holidays, it
would be so well received by the restaurants, merchants and downtown services, as well as their
customers, to have more lighting and, at least, an interim solution to some of the parking problems
their customers are encountering. It is our desire, as an organization representing the various
businesses in the Village, and to make the Village a vital and comfortable destination for the dining
and shopping community. We sincerely hope you will consider these requests with the prosperity of
the Village in mind. Thank you for your time and consideration.
