ITEM EXPLANATION: On July 27, 2004, the City Council approved the plans and specifications for the traffic signal at Poinsettia Lane and Snapdragon Drive, and directed the City Clerk to advertise for construction bids. On September 9, 2004, the following three (3) sealed bids were received: The Engineer’s Estimate for construction of the traffic signal was $140,000. The lowest responsible bidder is Lekos Electric, Inc. at $130,194. The documents submitted by Lekos Electric, Inc. for the project have been reviewed and analyzed by staff and found to be in order. Staff, therefore, recommends the award of the traffic signal construction contract to Lekos Electric, Inc. ENVIRONMENTAL REVIEW: This project is a Class 1 categorical exemption (minor alteration of existing structure or facilities) and is, therefore, exempt from the environmental review process under provisions of the California Environmental Quality Act (CEQA), Section 15301(c). A Notice of Exemption has been issued by the Planning Director. FISCAL IMPACT: The project cost breakdown is as follows: I Design/Administration I $3,890 ] Funding for this project was approved in the 2003/2004 Capital Improvement Program and there are sufficient funds available in the Gas Tax Fund for construction. WHEREAS, the City Council of the City of Carlsbad, California, has determined it iecessary, desirable and in the public interest to construct the traffic signal at Poinsettia Lane and snapdragon Drive; and WHEREAS, three (3) sealed bids were received on July 27, 2004 for the project; and WHEREAS, the lowest responsive, responsible bid for the project was submitted by Lekos Electric, Inc., in the amount of $130,194; and WHEREAS, there are sufficient appropriations available to complete construction of the raffic signal. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, =alifornia, as follows: 1. 2. That the above recitations are true and correct. That the award of this contract is contingent upon the bidder submitting the lowest responsive bid executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution. The City Manager may grant reasonable extensions of time. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 5th day of ObCober , 2004 by the following vote, to wit: AYES: Council Elembers Lewis, Finnila, Kulchin, Hall and Packard.
