PW/GS CITY OF CARLSBAD -AGENDA BILL - TITLE: COLE LIBRARY HVAC REPLACEMENT DESIGN APPROPRIATION OF ADDITIONAL FUNDS - CONTRACT NO. FAC 05-01, PROJECT NO. 39421 CITY MG- RECOMMENDED ACTION: City of Carlsbad City Council: Adopt Resolution No. 2004-31 2 approving appropriation of additional funds for Cole Library HVAC Replacement Design, Contract No. FAC 05-01, Project No. 39421. ITEM EXPLANATION: The City of Carlsbad Public Works Major Service Area (MSA) is responsible for the maintenance of buildings throughout the City. Maintenance responsibilities include the repair and replacement of Heating Ventilation and Air Conditioning systems that have reached the end of their anticipated service life and are no longer reliable or cost effective to maintain. The Georgina Cole Library HVAC System was constructed approximately 35 years ago. The current HVAC system has been in service for a decade longer than the expected service life of HVAC equipment of this type. The average life of similar equipment is 20 years. Staff has identified numerous efficiency and reliability issues with this facility and has recommended complete refurbishing or replacement of the current HVAC system with modern, energy efficient HVAC systems to improve reliability, efficiency and reduce repair and maintenance costs associated with the current system. Funding totaling $40,000 for design of the replacement system was appropriated in the 2004-2005 CIP Budget. Staff solicited multiple proposals for the design of this project. Three proposals from qualified design firms were received. 0 Dahl, Taylor and Assoc. Stueven Engineering E/C Engineering $63,900.00 $64,500.00 $69,000.00 Staff has evaluated the proposals in accordance with Section 3.28.070 of the Carlsbad Municipal Code and has recommended the contract be awarded to Dahl, Taylor and Associates. ENVIRONMENTAL REVIEW: Design services for this project do not require environmental review. Determination of environmental issues for construction of the project is included in the scope of work. I PAGE 2 OF AGENDA BILL NO. 17,816 FISCAL IMPACT: The total estimated design cost for this project is $63,900; appropriations to date are $40,000. Staff is requesting an additional $23,900 from the Infrastructure Replacement Fund to complete the design of this project. FAC 05-01, PROJECT NO. 3942. WHEREAS, the City Council approved appropriations of $40,000 for design for the Cole ,ibrary HVAC Replacement, Project 39421; and WHEREAS, insufficient funds for project design are available in the Capital Improvement 3udget; and WHEREAS, additional funds in the amount of $23,900 needs to be appropriated to :omplete this project. NOW, THEREFOREl BE IT RESOLVED by the City Council of the City of Carlsbad, 2alifornial as follows: 1. That the above recitations are true and correct. 2. That the Finance Director is authorized to make an additional appropriation in the amount of $23,900 from the Infrastructure Replacement Fund to perform Cole Library HVAC Replacement design. The primary reason is that a structural engineer will also be required for this project as a wall may need to be moved which was not orginally thought to be necessary. We will also need electrical engineering and mechanical engineering assistance on this project. Would you please let me now why the design costs have changed so much so that I may share that info with the Council before tomorrow night's Council meeting. Thanks.
