TITLE: APPROPRIATE FUNDS FROM THE
CITY COUNCIL CONTINGENCY ACCOUNT FOR
TWO PUBLIC WORKS ADMINISTERED PROJECTS
RECOMMENDED ACTION:
Adopt Resolution No. 2X.M-315 to appropriate funds from the City Council Contingency
Account to fund the cost of installing flashing beacons on Avenida Encinas and to conduct a
computer modeling study of the traffic impacts from the potential removal of barricades on
Mira Monte Drive.
ITEM EXPLANATION :
The City Council has taken action on two recent projects that require funds to be appropriated to
complete the Council directed action. The two actions and brief description are as follows:
1. On August 17, 2004, the City Council adopted the ordinance to establish an all-way stop at
the intersection of Avenida Encinas with Portage Way/Marlin Lane. The Council determined
at their July 20, 2004 meeting that flashing beacons should be installed in conjunction with
the all-way stop at the location of both Stop Ahead signs that are placed in advance of the
intersection. The cost to purchase and install the two solar powered flashing beacons is
$1 3,560.
2. At the July 27, 2004 City Council meeting, the Council determined that the barricades on
Mira Monte Drive should remain in place until a traffic study is conducted to determine
the circulation impacts, if any, to the local street system if the barricades were removed.
As part of the traffic study, computer modeling will be necessary to determine projected traffic
volumes and impacts on the local street system in the "no barricade on Mira Monte Drive"
scenario. The cost for the consultant study to conduct the modeling work is $1 5,834.
ENVIRONMENTAL REVIEW:
Installing flashing beacons at the existing all-way stop location is a project that is Class 1
categorical exemption (minor alteration of existing structure or facility) and is, therefore, exempt
from the environmental review process under the provisions of the California Environmental Quality
Act (CEQA), Section 15301 (c).
The project to conduct computer modeling projections of traffic volumes on Mira Monte Drive if the
barricades are removed is a planning study with no environmental review required and is exempt
under CEQA regulations.
FISCAL IMPACT:
The cost to install two solar powered flashing beacons on Avenida Encinas at its intersection with
Marlin Lane/Portage Way is $13,560. The flashing beacons will be installed at the location of the
Stop Ahead signs.
Computer modeling of traffic volumes on Mira Monte Drive if the barricades are removed and
associated traffic impact analysis will cost $1 5,834.
Neither of these two items are a budgeted item and an additional appropriation is requested from
the City Council Contingency Account in the amount of $30,000. The contingency account balance
is approximately $2.2 million as of September 2004.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS FROM THE
CITY COUNCIL CONTINGENCY ACCOUNT TO FUND THE COST
OF INSTALLING FLASHING BEACONS ON AVENIDA ENCINAS
AND TO CONDUCT A COMPUTER MODELING STUDY OF THE
TRAFFIC IMPACTS FROM THE POTENTIAL REMOVAL OF
BARRICADES ON MlRA MONTE DRIVE.
WHEREAS, the City Council has approved an all-way stop at the Avenida Encinas
ntersection with Portage WaylMarlin Lane; and
WHEREAS, the City Council directed that flashing beacons be installed on the
Stop Ahead signs at the Avenida Encinas intersection with Portage WaylMarlin Lane; and
WHEREAS, the City Council has postponed the decision to remove the barricades on
Mira Monte Drive until a traffic study is completed to evaluate the circulation impacts, if any,
-esulting from the removal of the barricades; and
WHEREAS, a computer modeling study is required to project traffic volumes and impacts
f the barricades are removed from Mira Monte Drive.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
Zalifornia, as follows:
1. That the above recitations are true and correct.

2. That the Finance Director is authorized to appropriate $30,000 from the City Council
Contingency Account in the General Fund to pay for the installation of the flashing beacons on
Avenida Encinas and the computer modeling study.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 5th day of October , 2004 by the following vote, to wit:
AYES: Council Members Lewis, Finnila, Kulchin, Hall and Packard.
