RECOMMENDED ACTION:
City Council adopt Resolution No. 2004-321 authorizing the Carlsbad Fire
Department to apply for the Fireman’s Fund Heritage Program Grant (Phase II) for Fire
Department Emergency Operations Confined Space Communications and Rescue
equipment.
ITEM EXPLANATION:
The Fireman’s Fund Insurance Companies have announced Phase II of their Heritage
Program Grant. The national Fireman’s Fund Heritage Program provides equipment, fire
preventions tools and necessary training for local fire departments as well as community fire
safety education. In April 2004, the Carlsbad Fire Department received an award $24,286
from the Heritage Program Grant (Phase I) for VHF and marine radios.
Phase II of the Fireman’s Fund Heritage Program Grant is funded at $200,000. The Grant
is available to all fire agencies in the San Diego region and individual fire agency requests
can be for any amount. Most Phase I grant awards were in the $10,000 to $25,000 range.
The Carlsbad Fire Department Grant request is for $13,594. The grant funds will be used to
purchase a Confined Space Communications Equipment Kit and Confined Space Rescue
equipment. The portable communications unit is mandated for use in confined space
rescues to provide real-time communication among the required five (5) persons involved in
confined space rescue operations. This equipment will provide a communications link
between the two (2) emergency rescue personnel in the confined space, the two (2)
emergency rescue personnel adjacent to the confined space and the commander of the
rescue operation. The State of California Office of Emergency Services (“State OES”)
mandates that all State certified “Heavy Rescue” apparatus carry the Confined Space
Communication Equipment Kit for use in all confined space emergency rescue operations.
The Carlsbad Fire Department does maintain and operate a State certified Heavy Rescue
apparatus. The Confined Space Rescue equipment includes one (1) Emergency Escape
Pack and Harness with 300 feet of airline for use in providing air to trapped victim(s) during
the confined space rescue and extrication process.
FISCAL IMPACT:
All Fireman’s Fund Heritage Program Grant (Phase II) awards are one-time funds. There is
no matching fund requirement. If awarded, the Heritage Program Grant (Phase II) funds will
be appropriated to the Fire Department Emergency Operations Heavy Rescue Program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE
APPLICATION FOR THE FIREMAN’S FUND HERITAGE
PROGRAM GRANT (PHASE 11) BY THE CARLSBAD FIRE
DEPARTMENT FOR FIRE CONFINED SPACE
COMMUNICATIONS AND RESCUE EQUIPMENT
WHEREAS, the Fire Department meets the eligibility criteria to apply for the Fireman’s
Fund Heritage Program Grant (Phase 11) for Fire Confined Space Communications and Rescue
Equipment;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That staff is authorized to apply for the Fireman’s Fund Heritage Program Grant
(Phase 11) for Fire Confined Space Communications and Rescue Equipment.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the
City of Carlsbad on the 12th day of October 2004, by the following vote:
