ITEM EXPLANATION:
Karen L. Gleason-Huss has resigned effective August 1 I, 2004 leaving an unexpired term.
Other members of the Library Board of Trustees are: William Kamenjarin, Laurie Page, Rob
Swette, and Jerry Tarman.

RE: Carlsbad City library, Board of Trustees, Resignation
My second term as a member of the Board of Trustees for the Carlsbad City Library
expires June 2005. I have completely enjoved my tenure, but regrettably must resign my
position early. My profession has gotten in the way of my commitment: the Superior Court's
schedule has conflicted several times already this par with the Board's regular meetings
and uill again in the near months. I cannot serve the Board properly or well if I miss so
much.
I am tremendously proud of our fine City's Library system, the dedicated people who
serve it, and the outstanding programs it sponsors. You will have little trouble finding an
enthusiastic replacement who can help the Board of Trustees continue their dedicated and
thoughtful service to the Carlsbad City Library.

Executive Management
Comprehensive experience and documented success in executive leadership positions managing
multi-department organizations with multi-million dollar capital asset bases and annual operating
budgets. As museum administrator, participate in all aspects of senior management team strategic
and operational planning and implementation; encompassing administrative, curatorial,
programmatic, development, and marketing hnctions. Senior advisor to the museum director on
policy, planning, and procedures. Senior staff executive; “second in command”. Represents the
museum in the absence of the director.
Administrative & Operations Management
Comprehensive experience in administrative and operations management, organizational
functioning, policy development and implementation, and strategic planning. Responsible for
facilitating and supervising interdepartmental communications, coordination, and operating
procedures. Experienced in development and refinement of plans to reconcile divergent and
competing priorities. Provide oversight and supervision of all day-to-day museum operations.

Control organizational operating budget of $9.25 million. Responsible for budget development,
management, and periodic reporting. Forecast requirements, determine allocations, and approve
disbursements to competing programs. Exercise oversight of retail operations. Responsible for
fund planning and cash flow management of $7.3 million capital projects budget. Staff liaison to
Board of Trustees Finance, Investment, and Audit committees. An equivalent position to Chief
Financial Officer.

Human Resources Management
Responsible for strategic human resources management and HR related policy development.
Manage placement based on occupational qualifications, longevity, experience, and position
criticality. Forecast vacancy requirements and coordinate turnover arrangements. Monitor and
assess employee performance on a recurring basis. Experienced in recruiting, interviewing,
salary negotiation, and grievance adjudication.
Legal Affairs Management
Museum executive responsible for legal affairs and coordination with outside counsel.
Responsibilities include, but are not limited to, labor disputes, employment issues, contract
services, construction management, lease arrangements, provenance claims, and intellectual
property issues. Management of contract arrangements with institutions both borrowing and
lending art exhibitions for public presentation.
Risk Management
Exercise leadership and oversight of a multi-department team responsible for monitoring and
evaluating risk factors associated with various asset classes, including works of fine art, personnel
and constituents, capital assets, and operating activities. Includes intelligence gathering and
analysis, evaluation of countermeasure relationships and options, cost-benefit analysis, and
allocation of resources. Oversight of related staff functions, physical facility electronic and
mechanical protections, environmental control management, contract and legal protections,
institutional policies and procedures, and fine arts, property, and liability insurance.
,Capital Projects Management
Museum executive responsible for management and oversight of all phases of a $7.3 million
capital expansion project. Capital growth included physical plant quadrupling from 7,500 to
32,000 square feet, and a corresponding increase in museum programming capability. Staff
representative to Construction Management Team consisting of architect, general contractor, Vice
President of the Board of Trustees, sub-contractor representatives, and representatives of local
government. Responsible for planning and implementing staff structure/hurnan resources
expansion and all associated logistics and technology requirements.
Facilities & Logistics Management
Directed support structure providing housing, family counseling, civil engineering, legal,
personnel, leisure-time activities, foodservice, coordination of police and fire services, and
disaster preparedness. An equivalent position to Assistant City Manager and Magistrate. As
museum administrator, responsible for facility maintenance management, custodial services, and
protective security services (electronic and personnel).
Education Program Management
Assistant Director of a school offering 13 educational programs serving 6000 students annually.
