ITEM EXPLANATION:
In Car Country Carlsbad, approximately midway between Car Country Drive and Cannon Road,
there is an unnamed private street that intersects Paseo Del Norte. This private street is a
cul-de-sac that serves several automobile dealerships. It intersects Paseo Del Norte to create a
T-intersection, and all three legs of this intersection are uncontrolled.
Staff conducted an all-way stop warrant analysis for the subject intersection. Warrants were not
met to establish an all-way stop. However, there is a corner sight distance limitation for drivers
stopped on the unnamed private street when attempting to view approaching vehicles traveling on
Paseo Del Norte. Due to the roadway curvature and parked vehicles on Paseo Del Norte,
the 10 mile-per-hour safe approach speed was not achieved.
The approach speed analysis is conducted when evaluating the need to place a stop sign on
the stem (minor street) of a T-intersection. A driver on the minor street approaching the intersection
at 10 miles-per-hour must have adequate sight distance to view an approaching vehicle on the
cross street (Paseo Del Norte) so that appropriate action can be taken to slow or stop the vehicle
before entering the intersection. The driver on the minor street of the T-intersection must yield the
right-of-way to a vehicle on the major street to avoid conflicts.
Upon review by the Traffic Safety Commission at their September 13, 2004 meeting,
the Commission recommended, by a 4-0 vote, to install a stop sign on the unnamed private street
due to a driver on the minor street having limited sight distance to view approaching vehicles on
Paseo Del Norte.
FISCAL IMPACT:
The installation of one stop sign, limit line, and a stop legend will cost about $500.

CARLSBAD, CALIFORNIA, AMENDING TITLE IO, CHAPTER 10.28
OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE A STOP ON
THE UNNAMED PRIVATE STREET LOCATED IN CAR COUNTRY
CARLSBAD AT ITS INTERSECTION WITH PASEO DEL NORTE.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1 : That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by
the revision of Section 10.28.32.3 to read as follows:
"10.28.323 Paseo Del Norte. Drivers shall stop where the following
described street intersects Paseo Del Norte:
Unnamed Private Street located in Car Country Carlsbad."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
(1 5) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
19th day of October ,2004, and thereafter,
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the day of , 2004 by the following vote, to wit:
