TITLE:
PUBLIC HEARING FOR LOCAL LAW
ENFORCEMENT BLOCK GRANT FUNDING
AND APPROPRIATION OF FUNDS
CITY MGR
~~~ ~
RECOMMENDED ACTION:
1. City Council hold a public hearing regarding the proposed use of Department of Justice
Local Law Enforcement Block Grant funds.
2. City Council adopt Resolution No. accepting the Block Grant funds
and appropriating the funds to support various police department functions.
2004-337
ITEM EXPLANATION:
The City of Carlsbad’s application for funding under the US Department of Justice Assistance Fiscal
Year 2004 Local Law Enforcement Block Grants Program was approved in the amount of $1 5,031.
These one-time funds can be used only to enhance, and not replace, law enforcement budgets and
must be spent within two years from the receipt of the grant. The federal funds may not exceed 90
percent of the total program costs. The City must provide at least 10 percent of the total program
cost in cash. It is recommended that these matching funds come from the police asset forfeiture
fund. In addition, any interest earned must be added to the project and spent for project purposes.
With a block grant award of $15,031, the cash match must be $1,670; estimated interest is $750 for
a total program-funding amount of $1 7,451 for eligible projectslprograms.
The police department is requesting that the following appropriations be made: $11,861 for the
funding of the reconfiguration of Safety Center computer room; $3,340 for North County Drug Court
support for the treatment of non-violent drug offenders; and $1,500 for purchase and installation of
an alarm system for the property and evidence room; plus an additional $750 estimated interest
earned for miscellaneous related expenses. These proposed expenditures comply with the
requirements of the grant.
As required by the regulations for the funding, an advisory committee must make recommendations
to the City Council on the projects proposed for funding under the subject block grant. The Carlsbad
Advisory Board met on September 29, 2004, and recommended City Council approval of staffs
proposed expenditures.
A public hearing must be held regarding the proposed use of the funds and must be held prior to the
obligation of the funds. Staff is recommending that the City Council accept public testimony on the
proposed expenditures as explained above. If the proposed expenditures are acceptable, staff then
recommends that the City Council approve the attached resolution accepting the funding and appropriating funds to the projects noted above.
FISCAL IMPACT:
The total program cost is $17,451; $15,031 would come from the block grant award. The required
cash match of $1,670 would be appropriated from the police asset forfeiture fund. An additional
$750 is estimated for interest earned.
