C 0 = Y - .- 0 E 3 0 0 / ACCEPTANCE OF GRANT CITY A#* AND APPROPRIATION OF FUNDS CITY MG~ RECOMMENDED ACTION: City Council Adopt Resolution No. 2004-344 accepting a "Museums for America" grant in the amount of $1 7,100 awarded from the Institute of Museum and Library Services (IMLS) and authorizing the Finance Director to appropriate funds. ITEM EXPLANATION: This is the first time the Museums for America grants -- which are designed to build the capacity of American museums to sustain our cultural heritage, support lifelong learning, and serve as centers of community engagement --were offered. There were 829 applicants from across the country; 190 grants awarded; 14 awards given to California institutions. The City of Carlsbad, with its innovative Three-Part-Art educational outreach program, was the only recipient in San Diego County. The Three-Part-Art program is an educational outreach program designed to introduce third- and fourth-graders from Carlsbad to the experience of interacting with and learning from original works of art in a museum setting. The multi-pronged program includes (1) a curriculum guide sent to participating teachers to help them prepare their classes for a visit to the Cannon Art Gallery; this curriculum guide includes background about the exhibition's topic and ties into both the elementary school curriculum and the California State Department of Education Visual and Performing Arts standards; (2) a tour of the Gallery exhibition with an artisffeducator; and (3) a related hands-on art activity, led by another artist/educator. The children learn some of the basics of the art vocabulary and most important, they learn that museums and galleries can be welcoming places to see and experience new and exciting ideas. This award will support activities and supplies related to the City's Three-Part-Art outreach program that relates to exhibitions in the William D. Cannon Art Gallery. The costs for the 3 Three-Part-Art programs the City currently offers to Carlsbad schoolchildren are approximately $30,000. FISCAL IMPACT: The grant must be matched on a 1:l basis with non-federal resources. No new funds are required for the match. The Arts Office will use existing General Fund monies to meet the match requirement. WHEREAS, the Institute of Museum and Library Services (IMLS) offered a new grant this year called “Museums for America”; and WHEREAS, the William D. Cannon Art Gallery was eligible to receive such a grant; and WHEREAS, a grant in the amount of $17,100 was awarded to the City of Carlsbad from IMLS to support the City’s Three-Part-Art outreach program, currently offered to Carlsbad schoolchildren; and WHEREAS, the IMLS grant is a 1:l matching grant that requires no new funding; and the Arts Office will use existing General Fund monies to meet the IMLS match requirement.
