ITEM EXPLANATION:
During this past year, the Library has been reviewing and updating their strategic plan and analyzing
the anticipated changes in their workforce due to pending retirements in the next two years. In
addition, the Library is working on implementing several technological systems that will transform
how services are delivered to the public and in turn will shift the configuration of the workforce to
meet the evolving services and needs of the library. This workforce planning process was shared with
the Leadership Team and has been approved to move forward in phases as retirements occur. The
following is part of this workforce plan.
In December 2004, the current incumbent Assistant Library Director and Principal Librarian of the
Cole Library will be retiring. As a result of the Library’s strategic planning and workforce plan, the.
recommendation is to flatten the management structure of the Library by eliminating the
Assistant Library Director level and reclassifying the two Principal Librarian positions to Deputy
Library Director. The current organizational chart and proposed chart are attached as Exhibit 1 to
show these recommended changes.
As a result, Human Resources and the Library are recommending that a new classification of Deputy
Library Director be established. This new classification will assume the duties of the current
Assistant Library Director, serve as operations manager at the two main site facilities at Dove and
Cole Libraries and manage the new Learning Center. The new description is attached (Exhibit 2) for
your reference. The new salary range at Salary Grade 4, $60,100-$82,600 annually is submitted for
your consideration and approval. This will be a management at-will position. The amended
Management Salary Structure (Attachment A) and Conflict of Interest Code (Attachment B) are
submitted for your approval.
In anticipation of the upcoming retirements, the Library would like permission to commence the
recruitment for the Deputy Library Director to be ready to appoint the replacement as soon as the
retirements are official at the end of the year. An opportunity to source applicants will be upcoming
at a state-wide conference in early November.

The elimination of the Assistant Library Director title will leave one FTE position to be reallocated
downward to a Senior Librarian position at range 73, $50,574-$61,472. In total, the estimated cost of
approximately $6,200 to reclassify the two positions to Deputy Library Director and to reallocate one
position to Senior Librarian will be absorbed in the salary savings related to the elimination of the
Assistant Library Director’s salary. The total FTE and salary allocation in the Library budget will
remain unchanged.
FISCAL IMPACT:
The net result of reclassifying two Principal Librarian positions to the new Deputy Librarian Director
level and reallocating the Assistant Library Director to Senior Librarian will be a salary savings of
over $30,000 in the Library budget.

BASIC FUNCTION:
Under general direction, to assist in planning, organizing, and directing, the operations,
programs and services of the City's Library; to provide highly responsible professional
and technical services; to act in the absence of the Library Director; and to perform
related responsibilities as required.
DISTINGUISHING CHARACTERISTICS:
A Deputy Library Director may be assigned to manage one or more of the major library
facilities. Library facilities include two main libraries and a Learning Center.
KEY RESPONSIBILITIES:
Assist the Library Director in planning, organizing and administering the programs and
services of the Library.
Assume responsibility for and direct the overall operations of assigned facilities,
programs, operational activities, staffing and services.
Develop policies, rules and procedures for the effective operation of the department,
including establishing goals and objectives and priorities.
Develop and administer department budget and contracts; recommend staffing,
equipment, materials and facility needs.
Manage employees; set goals and objectives; select, train and motivate staff; assess
performance and make salary recommendations.
Provide administrative support in conducting special projects, preparing a variety of
reports; coordinating the research, application, implementation and monitoring of grant
opportunities and activities, interpreting policies and objectives to the public, and
providing responses to patrons about the Library's services.
Represent the Library at various meetings and participate in professional and community
organizations, such as, the Carlsbad Historical Society.

Serve as the Library’s liaison to the City’s Historic Preservation Commission, provide
staff support to the Library Board, Friends of the Library, Library Foundation and other
organizations as necessary.
May serve as acting Library Director as required.
OUALIFICATIONS:
To perform a job in this classification, an individual must be able to perform the essential
duties as generally described in the specification. Reasonable accommodations may be

Knowledge of:

EXPERIENCE AND EDUCATION:
Any combination equivalent to experience and education that could likely provide the
required knowledge, skills and abilities is qualifying. A typical way to obtain the
knowledge, skills and abilities would be:
Equivalent to a Master of Library Science degree from an American Library
Association accredited library school and three years of increasingly responsible
professional and administrative library experience including supervisory experience.
PHYSICALMENTAL DEMANDS AND ENVIRONMENTAL SETTING:
While performing the duties of this class, an employee is regularly required to sit; talk or
hear, in person and by telephone; use hands to finger, handle, feel or operate standard
office equipment; and reach with hands and arms. An employee is frequently required to
walk and stand. Specific vision abilities required by this job include close vision and the
ability to adjust focus to read and operate office equipment as necessary during the course
of the work assignments.
While performing the duties, employees of this class are regularly required to use written
and oral communication skills; read and interpret financial and statistical data,
information and documents; analyze and solve problems; use math and apply
mathematical reasoning and abstract statistical concepts; observe and interpret people and
situations; learn and apply new information or skills; perform highly detailed work on
multiple, concurrent tasks; work under intensive deadlines; and interact with staff,
Council members and others encountered in the course of work.
The employee works under typical office conditions and the noise level is usually quiet.
Employees may be required to travel to work sites or other sites for meetings.

A RESOLUTION OF THE CITY COUNCIL, OF THE CITY OF
CARLSBAD, CALIFORNIA, ESTABLISHING THE DEPUTY
LIBRARY DIRECTOR CLASSIFICATION, RECLASSIFYING
TWO LIBRARY POSITIONS AND AMENDING THE
MANAGEMENT SALARY STRUCTURE AND CONFLICT OF
INTEREST CODE.
WHEREAS, the City Manager recommends and the City Council concurs, that it is
desirable to adopt the classification and salary of Deputy Library Director in the Management
Classification and Salary Plan; and,
WHEREAS, the City Manager recommends and the City Council concurs, that it is
desirable to reclassify two Principal Librarian positions to Deputy Library Director and delete the
classification of Assistant Library Director at the time of the incumbent’s retirement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the classification of Deputy Library Director at salary grade 4 in the
Management Classification and Salary Plan as shown in Attachment A, attached hereto and
made a part thereof, is hereby approved.
3. That two Principal Librarian positions be reclassified to Deputy Library Director
following the retirements of the Assistant Library Director and the Principal Librarian.
4. That Resolution No. 04-262 adopted on August 3,2004 which approved the “Local
Conflict of Interest Code” is amended to add the position of Deputy Library Director to the list
of Designated Employees filing in disclosure categories 1 , 2,3 and 4; and to delete the
classification of Principal Librarian and Assistant Library Director upon the retirements of the
current incumbents.
