This project reconstructs Seacrest Drive between Ridgecrest Drive and Charter Oak Drive. The
area is in need of pavement reconstruction due to the age of the existing pavement and the damage
caused by tree roots. In addition to reconstructing the pavement and trimming tree roots, the project
includes the replacement of selected concrete driveway approaches and curb and gutter repairs.
On August 3, 2004, five sealed bids were received for the construction of this project as shown on
the following table:

In reviewing the bids, the total bid amount submitted by JD Paving did not equal the sum of the
individual bid items. This error was corrected and, as a result, JD paving had the second lowest bid.
With a bid of $1 69,222.00, Hillcrest Contracting is the lowest responsive and responsible bidder.
All bid documents submitted by Hillcrest Contracting have been reviewed by staff and found to be in
order.
ENVIRONMENTAL COMPLIANCE:
This project is categorically exempt from the environmental review process under Section 15301
Class 1 (C) of the California Environmental Quality Act.

The construction costs associated with this project are summarized in the following table.

The construction contingency amount includes an estimated cost to make necessary storm drain
repairs on Seacrest Drive.

RESOLUTION NO. 2004-348
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A
CONTRACT FOR THE CONSTRUCTION OF SEACREST DRIVE
PROJECT NO. 3679.
WHEREAS, on June 1,2004, the City Council of the City of Carlsbad approved plans for
the construction of Seacrest Drive Project No. 3679; and
WHEREAS, five (5) sealed bids were received on August 3, 2004 by the City of Carlsbad
for the construction of said project; and
WHEREAS, the lowest responsive and responsible bid to construct said project was
submitted by Hillcrest Contracting in the amount of $169,222; and
WHEREAS, there are sufficient funds available to complete the project; and
WHEREAS, subsection 3.28.1 72(c)(l) of the Carlsbad Municipal Code authorizes the
City Manager to approve change orders in the amount equal to the contingency set at the time of
bid opening.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the above recitations are true and correct.
That the low bid of $169,222 submitted by Hillcrest Contracting for the construction
3f Seacrest Drive Project No. 3679 is accepted and the Mayor is hereby authorized to execute a
:ontract with Hillcrest Contracting for Project No. 3679.
3. That the City Manager is hereby authorized to approve construction change orders

4. That the award of this contract is contingent upon the bidder submitting the lowest
esponsible bid executing the required contract and submitting the required bonds and insurance
Iolicies, as described in the contract, within twenty (20) days of adoption of this resolution.
