TITLE: ACCEPTANCE OF THE FIRST INSTALLMENT OF
THE GRANT IN THE AMOUNT OF $10,000 FROM THE
CALIFORNIA LIBRARY LITERACY SERVICE,
APPROPRIATING THE FUNDS AND ALLOCATING THE
THE ADULT LEARNING PROGRAM’S GENERAL FUND
ACCOUNT.
ACCRUED INTEREST FROM THE 2003-2004 GRANT TO
RECOMMENDED MTION:
Adopt Resolution No. 2004-349 accepting the first installment of the grant in the
amount of $10,000 from the California Library Literacy Service, appropriating the funds to
the Library grant account (1 834007) and allocating the accrued interest from the 2003-2004
grant to the Adult Learning Program’s general fund account (00140558540).
ITEM EXPLANATION:
0 From 1984 until 1989 the Carlsbad City Library adult literacy program was funded
with grant money from the state.
0 In 1989, when those funds were no longer available, the City’s General Fund picked
up the support of the program.
0 In 1990, when the California Library Literacy Service was created, the library became
eligible for additional matching grant funds.
0 We have applied for and received the matching grant funds each year for the past
twelve years.
0 For fiscal year 2004-05, the State Library will follow a similar procedure as last year
in determining how this matching grant program will be funded. The funding formula
will provide a basic grant of $10,000 to each eligible literacy program. Subsequently,
if additional funds remain, a second grant amount will be distributed to each eligible
literacy program.
FISCAL IMPACT:
The Carlsbad City Library meets the eligibility requirements for receiving State matching
funds. These matching funds are awarded by the State to extend or enhance existing
literacy services. Grant funds will be used to purchase instructional resources, books,
outreach materials, and supplies to support the annual tutor/learner recognition event.
The State grant amount for 2003-2004 was $28,851. The new funding formula will provide a
basic grant of $10,000, and if there are any remaining funds, an additional grant amount will
be awarded. The amount of the second grant is unknown.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING A GRANT FROM THE
CALIFORNIA LIBRARY LITERACY SERVICE,
APPROPRIATING THE FUNDS AND ALLOCATING THE
ADULT LEARNING PROGRAM’S GENERAL FUND ACCOUNT.
ACCRUED INTEREST FROM THE 2003-2004 GRANT TO THE
WHEREAS, the Carlsbad City Library Adult Learning Program provides training to meet
the literacy needs of adults; and
WHEREAS, the Carlsbad City Library Adult Learning Program supports the goals of the
City Council and the objectives of the Library; and
WHEREAS, the California State Library is providing additional support for the Library Adult
Learning Program with grant funds in the amount of $1 0,000.00;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That state funds in the amount of $10,000.00 are hereby appropriated to the Library
2004-2005 Literacy Grant Account.
3. That accrued interest from the 2003-2004 account is hereby appropriated to account #
001 -4055-8540
