REC CITY OF CARLSBAD - AGENDA BILL m: RECEIPT OF HOME AND GARDEN TELEVISION GRANT AWARD AND CAIUULi.43 RANCH BARBEQUE RESTORATION PROJECT ClTYAllY. @ CITYMGR RECOMMENDED ACTION: Adopt Resolution No. restoration of the 1930s historic stone masonry barbeque located at Leo Carrillo Ranch Historic Park. 2004-368 accepting grant award funds in the amount of $25,000 to be applied to the ITEM EXPLANATION: Leo Carrillo Ranch Historic Park was recently selected and honored as one of only 12 historic sites to participate in an exciting new partnership that the National Trust for Historic Preservation (NTHP) and Save America's Treasures has forged with Home and Garden Television (HGTV). The focus of this partnership is a major public awareness campaign entitled "Restore America: A Salute to Preservation." HGTV has provided both national and international media exposure for Carrillo Ranch through several one-minute vignettes, which aired during the month of October 2004, and has also made available a preservation grant to assist with ongoing restoration efforts. As an official project of Save America's Treasures, on October 5,2004, the City of Carlsbad, Leo Carrillo Ranch Historic Park, was presented with a $25,000 preservation grant-a benefit of participating in the Restore America: A Salute to Preservation partnership. The grant award will be applied towards the restoration of the stone barbecue at the ranch (Exhibit 2). As part of the original application process, staff in their due diligence consulted with historic architect and State Historic Preservation Officer M. Wayne Donaldson, FAIA, in an effort to locate an expert stonemason who was knowledgeable about projects of this type to provide a highly accurate cost estimate. The following estimate for a restoration of the stone masonry barbecue to its original working condition was provided. FISCAL IMPACT: Total cost for the restoration of the stone barbecue is estimated at $53,000, which includes all labor, materials, and equipment. The monies awarded by HGTV ($25,000) did not require matching funds; however, a 100% project award was not attained. Additional funding in the amount of $28,000 necessary to complete the project will come from the Recreation Departmenfs operating budget. There are no projected annual maintenance and operating costs associated with this project. The restoration of the barbecue is expected to generate approximately $2,500 of additional annual revenue for the ranch through rental and use for both public and private functions. As an added feature, the restored barbecue is anticipated to generate additional facility rentals, as it will be an attractive element that groups will want to incorporate into their special occasion. On August 16,2004, the Parks and Recreation Commission recommended that this grant funding totaling $25,000 be accepted by the City Council. Timely thank you letters were sent to Mr. Burton Jabelin and Annette Lindstrom of HGTV. EXHIBITS: 1. WHEREAS, the City Council wishes to accept the Home and Garden Television Grant Award totaling $25,000 in support of the Carrillo Ranch Barbeque Restoration Project, and WHEREAS, the City Council wishes to acknowledge the generosity and support of contributors; Home and Garden Television, National Trust for Historic Preservation, and Save America’s Treasures that provided the grant funds for the Barbeque Restoration Project; and WHEREAS, on August 16,2004 the Parks and Recreation Commission received grant funds totaling $25,000 and recommended acceptance by the Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council does hereby accept the $25,000 in grant funding and supports the Barbeque Restoration Project. 3. That the City Council hereby authorizes the Finance Director to appropriate the above funds, into the Leo Carrillo Ranch Organization Key. The grills and oven doors are missing. rusted or inoperable. without restoration. the barbecue would eventually be completely lost to decay. The Historic Stone Masonry Barbecue Restoration Projed will prsgerve the original stone. rebuild the footmgs and replace the grills and doom, transforming the barbecue to iYs original historic appearance and operation.
