RECREATION RECOMMENDED ACTION: It is recommended the City Council ADOPT RESOLUTION NO. 2004-370 accepting bids and awarding a contract for the construction of the Carlsbad City Golf Course Project, Phase 1, and approve an appropriation of funds. TITLE: AWARD CONTRACT FOR PHASE 1 CONSTRUCTION OF THE CARLSBAD CITY GOLF COURSE PROJECT ITEM EXPLANATION : On September 15, 2004, the City received and opened in public 4 sealed bids for the Phase 1 construction of the Carlsbad City Golf Course Project. The 4 bids received were as follows: Romero General Construction, Escondido, CA Shaw Equipment Company, San Marcos, CA Western Rim Constructors, Escondido, CA Erreca’s Construction, Lakeside, CA $482,111.05 $517,562.00 $ 518,678.00 $ 551,765.00 A review of the bid received by Romero General Construction has been completed and is determined to be the lowest responsive, responsible bid received for this project. Therefore, staff recommends award of this construction contract to Romero General Construction. The Engineer’s estimate for this work was within a range of $250,000 to $550,000. This project consists of an extensive pre-construction site survey and placement of stakes by the City’s design engineers following the approved outline of the project. The contractor will thereafter install a protective orange environmental and silt containment fencing over a large portion of the site. The orange fencing will follow the “limits of grading” for each of the golf holes, buildings, driving range, lakes, and other facilities that drain southerly toward Palomar Airport Road and College Boulevard. Within the outline of the orange fencing will be a mowing or topping of the vegetation. Installed will be several water quality control measures that will minimize erosion and contain any potential runoff. Also to be installed will be a site security fence outlining the entire golf course site fronting Hidden Valley Road, Palomar Airport Road, and College Boulevard. This site security fence will remain in place for the next 3 years while the remainder of the Golf Course Project is constructed in a Phase 2 operation beginning in September of 2005 and extending into mid-2007. All of the work described in this Phase 1 would be undertaken initially in the Golf Course Project development regardless of phasing. Phase 1 will be accomplished within the requirements and timeline established within the many permits and approvals for this project issued to the City by Federal, State, regional, and local agencies. Completion of this Phase 1 scope of work will activate the City’s permits for this project. The project will begin in early December, 2004 and be completed by March, 1, 2005. ENVIRONMENTAL REVIEW: On June 7, 2000, the Planning Commission adopted Resolution No. 4772 certifying the Environmental Impact Report for the Carlsbad City Golf Course Project finding the project in compliance with the environmental regulations and policies of the City of Carlsbad. AB# 17,892 Page 2 FISCAL IMPACT: Preliminary cost estimates for the golf course, including the clubhouse and all related indirect costs, totaled $29.4 million as of December, 2003. It is likely that the cost of the project will be higher when new estimates are completed due to inflation and the increased cost of building materials. It is anticipated that the golf course will be financed with $15 million in additional advances from the General Fund and $15 million in bond financing. The City Council authorized the advances at the Council meeting of December 9, 2003. Approximately $2.7 million was advanced in the late 1990’s for initial design and environmental processing. The bonds will have first call on the revenues from the golf course with the general fund advances most likely being repaid after the bonds are paid off (30+ years). The City Council appropriated a total of $350,000 for this Phase 1 work in the current FY 2004- 2005 CIP budget. An additional appropriation of $250,000 is requested to complete this Phase 1 work.
