City Council of the City of Carlsbad Adopt Resolution No. agreeing to reimburse CMWD the actual costs for Project No. 3679, the pavement overlay of Paseo Del Norte, estimated as $21 9,708. 2004-373 ITEM EXPLANATION: The existing 12-inch diameter steel pipeline, installed in 1962, from Paseo Del Norte north to Palomar Airport Road had a pipeline break in 2001. The existing pipeline is located in an easement that crosses Encinas Creek near the entrance to Costco. Attempts made to locate and fix the break have been unsuccessful primarily because of the woodland area. The existing pipeline has been shut down and will be abandoned. The recycled water master plan requires this pipeline to be in place to provide adequate flows to areas north of Palomar Airport Road in the 384 pressure zone for future recycled water customers. This project consists of constructing approximately 2,500 feet of 12-inch diameter PVC pipe in Paseo Del Norte from Sea Gate Drive to Palomar Airport Road. The project design also includes a full-width pavement overlay for Paseo del Norte from Sea Gate Drive to Palomar Airport Road to minimize community impacts. On June 1, 2004, the plans and specifications for the Paseo Del Norte Recycled Pipeline Replacement, Project No. 3914, were approved to advertise for construction bids by the Board of Directors of the Carlsbad Municipal Water District. On April 22, 2003, the plans and specifications for pavement overlay work along Paseo Del Norte, Project No. 3679, were approved to advertise for construction bids by the City Council. The pavement overlay work was postponed to coordinate with the installation of the recycled waterline. On September 23. 2004. the followina seven (7) sealed bids were received: The Engineer’s Estimate for construction of Project Nos. 3914 and 3679 was $520,000. Special Service Contractors, Inc., submitted the lowest bid in the amount of $563,748. The difference between the estimate and actual bid amount does not require additional appropriations. The documents submitted by Special Service Contractors, Inc., for the project have been reviewed and analyzed by engineering staff and found to be in order. Engineering staff, therefore, recommends the award of the construction contract for Project Nos. 3914 and 3679 to Special Service Contractors, Inc. ENVIRONMENTAL REVIEW: The pipeline work for Paseo Del Norte Recycled Pipeline Replacement Project Nos. 3914 and 3679 is categorically exempt from the environmental review process under Section 15302 Class 2 (c) of the California Environmental Quality Act. Page 2 of Agenda Bill No. 17,897 The pavement overlay work for Paseo Del Node Recycled Pipeline Replacement Project Nos. 3914 and 3679 is categorically exempt from the environmental review process under Section 15301 Class 1 (C) of the California Environmental Quality Act. Construction Cost (Special Service Contractors, Inc.) Construction Continaencv FISCAL IMPACT: $380,658 Replacement $38,065 Funds The estimated cost of the subject pipeline project and pavement overlay is summarized in Table 1 below: TABLE 1 The funding source for Paseo Del Norte Recycled Pipeline Replacement Project No. 3914 is obtained from the Water Replacement Account and there are sufficient funds currently available in the project account for construction of these improvements. The pavement overlay will be funded with Gas Tax Funds from the Pavement Management Program, Project No. 3679, and there are sufficient funds currently available in the project account for construction of these improvements. WHEREAS, on June 1, 2004, the plans and specifications for construction of the Paseo Del Norte Recycled Pipeline Replacement, Project Nos. 3914 were approved by the Board of Directors of the Carlsbad Municipal Water District; and WHEREAS, on April 22, 2003, the plans and specifications for pavement overlay work along Paseo Del Norte, Project 3679, were approved by the City Council of the City of Carlsbad, and WHEREAS, the pavement overlay work was postponed to coordinate with the replacement of the recycled pipeline; and WHEREAS, seven (7) sealed bids were received on September 23, 2004 at 4:OO p.m. for the project; and WHEREAS, the lowest responsive, responsible bid for the project was submitted Special Service Contractors, Inc., in the amount of $563,748; and WHEREAS, there are sufficient funds available to complete the project; and WHEREAS, Subsection 3.28.172(~)(1) of the Carlsbad Municipal Code authorizes he Executive Director to approve change orders in the amount equal to the contingency set at the time of the bid award. NOW THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad Municipal Water District of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. That the low bid submitted by Special Service Contractors, Inc., in the amount of $563,748 for the construction of the Paseo Del Norte Recycled Pipeline Replacement, Project Nos. 3914 and 3679, is hereby accepted and the President is hereby authorized and directed to execute a contract therefor. That the Executive Director is hereby authorized to approve construction change irders up to $38,065 for Project No. 3914 and $18,309 for Project No. 3679. 4. That the award of this contract is contingent upon Special Service Contractors, nc., executing the required contract and submitting the required bonds and insurance policies, as lescribed in the contract, within twenty (20) days of adoption of this resolution with the mderstanding that the Executive Director may grant reasonable extensions of time.
