ENG TITLE: APPROPRIATION OF 2004-05 USED OIL BLOCK GRANT PROGRAM FUNDS TO CONTINUE THE CITY’S USED OIL RECYCLING PROGRAMS ,- % DEPT. HD CITY ATTy CITY MGR- RECOMMENDED ACTION: Adopt Resolution No. 2004-377 appropriating funds received from the California Integrated Waste Management Board (CIWMB) Used Oil Block Grant Program to continue the City’s used oil recycling programs. ITEM EXPLANATION: The California Oil Recycling Enhancement Act authorizes the State of California to collect sixteen cents for every quart of motor oil sold in California. The CIWMB receives a portion of these funds to administer the Used Oil Block Grant Program. The Used Oil Block Grant Program was created to provide opportunities for the recycling of used oil. Through this program, local governments are eligible to receive non-competitive block grants to establish used oil recycling programs. Eligible uses of the grant funds include: (1) used oil collection, (2) publicity and education materials, and (3) storm water mitigation. Grant funds must be expended within three years from the award date. Cycles may overlap and run concurrently. In the past, staff has used the Used Oil Block Grant funds to: (1) provide public information and education related to used oil recycling and storm water mitigation, (2) advertise the location of the City’s used oil collection and household hazardous waste facilities, and (3) purchase promotional items. Staff intends to use the 2004-05 Used Oil Block Grant funds (Cycle 10) to continue the outreach efforts listed above and to identify new activities that can strengthen the level of services provided to the City’s residents. The Cycle 10 grant period begins in Fall 2004 and ends June 30, 2007. Staff recommends that the 2004-05 Used Oil Block Grant funds (Cycle 10) be appropriated to the Solid Waste Fund to continue the City’s used oil recycling programs. FISCAL IMPACT: For 2004-05, the City received a Used Oil Block Grant in the amount of $24,671. To date, the City has received 90 percent of these funds ($22,203.90). The remainder ($2,467.1 0) will be provided upon completion of the fund cycle. EXHIBITS: 1. CARLSBAD, CALIFORNIA, APPROPRIATING THE 2004-05 USED WHEREAS, grant funding has been established by the California Oil Recycling Enhancement Act and is available to cities and counties through the California Integrated Waste Management Board (CIWMB) for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the CIWMB awards local agencies Used Oil Block Grant Program funds and the City was awarded a Used Oil Block Grant in the amount of $24,671 to be expended over the next three years through June 30,2007; and WHEREAS, the City of Carlsbad is desirous of appropriating these funds to the Solid Waste Fund. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Finance Director is hereby authorized to appropriate $24,671 into the Solid Waste Fund. That future interest earnings on the CIWMB Used Oil Block Grant award received by the City are approved for appropriation into the Solid Waste Fund and to be used to fund the City’s used oil recycling programs.
