RECOMMENDED ACTION:
Adopt Resolution No. approving the City of Carlsbad's application to the
California Integrated Waste Management Board (CIWMB) Rubberized Asphalt Concrete Grant
Program and authorizing the Public Works Director, or his designee, to sign all related grant
documents.

ITEM EXPLANATION:
The California Integrated Waste Management Board (CIWMB) receives an annual appropriation
from the California Tire Recycling Management Fund to administer the Tire Recycling Act. As part of
the Act, CIWMB is offering the Rubberized Asphalt Concrete Grant Program to encourage the
reduction of landfill disposal and stockpiling of California waste tires. The CIWMB will award the
grants on a competitive basis. The proposed funding allocation for Fiscal Year 2004/05 is
one million two hundred thousand dollars ($1,200,000).
As part of the ongoing Pavement Management Program, the City utilizes rubberized asphalt concrete
overlays to maintain roadways throughout the City. The proposed grant application is for the
rubberized asphalt concrete overlay project scheduled for construction in the summer of 2005. The current scope of this project includes the installation of approximately 37,000 tons of rubberized
asphalt concrete.
Staff recommends that the City Council delegate signature authority for all CIW MB grant-related
documents to the Public Works Director or his designee. This delegation of signature authority will
make the grant application and administration process more efficient.
FISCAL IMPACT:
If the City's grant application is approved by CIWMB, the funds will be used to supplement the
Pavement Management Program funding. The current funding comes from TransNet Local and
Gas Tax revenues. This year's grant program has a funding limit of fifty thousand dollars ($50,000)
per project. Based on this limitation and the size of the candidate project, the City could receive as
much as fifty thousand dollars ($50,000) in grant funding.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE APPLICATION
OF THE 2004/2005 RUBBERIZED ASPHALT CONCRETE
GRANT PROGRAM AND DELEGATING SIGNATURE
AUTHORITY FOR GRANT DOCUMENTS.
WHEREAS, grant funding has been established as part of the Tire Recycling Act and is
available to cities and counties through the California Integrated Waste Management Board to
mcourage the reduction of landfill disposal and stockpiling of California waste tires; and
WHEREAS, the City of Carlsbad is desirous of applying for these funds; and
WHEREAS, the program requires that grant applications be approved by the City Council
and signature authority be appointed by City Council resolution.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
