ITEM EXPLANATION:
Funds are appropriated in the 2004-2005 fiscal year vehicle replacement budget for the purchase of
police patrol vehicles that have exceeded the age and mileage requirements of the City’s vehicle
replacement program. Staff is requesting that seven units be replaced with new Crown Victorias
purchased from Ken Grody Ford.
Section 3.28.090 of Carlsbad Municipal Code allows the Purchasing Officer to purchase equipment
through cooperative purchasing programs with other public agencies when the agency has made its
purchase in a competitive manner. In July of 2004 the City of Oceanside received bids for ten police
patrol sedans. The lowest responsive bid of $21,443.00 per vehicle was submitted by Ken Grody
Ford. This bid included a public agency clause, allowing other governmental agencies to purchase
like units under a cooperative purchasing arrangement.
As in previous years, Staff recommends ordering our vehicles with additional options not included on
the Oceanside cars. The options include a different rear axle ratio and, to enhance driver safety and
comfort, side air bags, a power driver seat and adjustable pedals.
Our price per vehicle with the additional options is $22,953 plus tax.
FISCAL IMPACT:
Unencumbered funds in the amount of $172,123.00 are available in the Vehicle Replacement Capital
Outlay Account for the seven vehicles.

RESOLUTION NO. 2004-382
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASE
OF SEVEN POLICE PATROL VEHICLES
WHEREAS, the City of Carlsbad wishes to purchase seven patrol vehicles, and;
WHEREAS, Section 3.28.090 of the Carlsbad Municipal Code provides that the City may
participate in cooperative purchasing programs with other public agencies, and;
WHEREAS, the City of Oceanside received bids to purchase patrol vehicles which included a
public agency clause, and;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as
follows:
1. That the above recitations are true and correct.
2. The Purchasing Officer is hereby authorized and directed to issue a purchase order to Ken
Grody Ford in the amount of $172,123 including sales tax.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad held on the 7 th day of December , 2004, by the following vote, to wit:
AYES: Council Members Lewis, Finnila, Kulchin, Hall and Packard.
