STATUS REPORT ON THE HOUSING ELEMENT AND
CONSOLIDATED PLAN UPDATES

RECOMMENDED ACTION:
That the City Council RECEIVE AND FILE this informational report on the update of the Housing
Element and Consolidated Plan.
ITEM EXPLANATION:
On October 7, 2004, the City executed an agreement with Cotton/Bridges/Associates (CBA) for
preparation of separate updates to the General Plan Housing Element and the Consolidated Plan.
CBA is a respected consulting firm with substantial experience in preparing and updating Housing
Elements and Consolidated Plans for several Southern California cities. Employing one consultant to
prepare both updates is efficient and beneficial since the Housing Element and Consolidated Plan
share data and address housing matters.
The City is embarking on revisions to each document because of state and federal law requirements.
The current housing cycle is set to expire June 30, 2005. State housing law specifies that all San
Diego County jurisdictions must have updated Housing Elements in place July 1, 2005, to provide a
housing strategy through 2010. Similarly, the federal Department of Housing and Urban
Development requires the City to revise its Consolidated Plan by next May.
Currently, the consultant is developing a housing and community development needs assessment
that will provide information for both the Housing Element and Consolidated Plan. Additionally, on
October 28, 2004, the City and CBA conducted the first of three Housing Element public workshops
before the Housing Commission. These noticed workshops are designed to educate as well as
encourage community involvement in the preparation of the element update. Staff has planned
additional workshops before the Housing Commission on December 9 and January 13.
Following the workshops, update of the Housing Element will also require public hearings before the
Housing Commission, Planning Commission, and City Council. Also necessary is extensive analysis
by the state Department of Housing and Community Development (HCD) before and after the City
Council adopts the Housing Element. While not as rigorous, the Consolidated Plan update schedule
will also include a month-long public review period and City Council public hearings on the proposed
Consolidated Plan spending plan and on the Consolidated Plan adoption. Attached is a brief
calendar of key events.
Staff anticipates adoption of the Consolidated Plan update will occur by its May 2005 due date.
However, complexities associated with the HCD’s and SANDAG’s involvement in the housing
element update process, and the requirements of new housing legislation that takes affect this
January, may delay the City’s adoption of the housing element by several months.
ENVIRONMENTAL:
Updates of both the Consolidated Plan and Housing Element are subject to environmental review.
CBA will handle the environmental review of both documents.

FISCAL IMPACT:
The total cost of the consultant services contract is $92,905. This includes a contingency budget of
$7,500 for unanticipated and significant comments and up to $10,000 for environmental review. The
necessary funds are available from the Planning Department’s budget for professional services.
