2004-05 FUNDING RECOMMENDATION
RECOMMENDED ACTION:
4dopt Resolution No. 2004-390 accepting the recommendation of the Community
4ctivity Grant Citizen Review Committee and allocating funds to the organizations identified.
ITEM EXPLANATION:
Under the guidelines established in Council Policy #51, attached as Exhibit 1, a seven-
member Citizen Review Committee was appointed by the City Council to review the 2004-05
Community Activity Grant applications and make recommendations to Council. These
juidelines specify that a review panel be made up of one representative from each quadrant
Df the City, one Senior Commission member, one Library Board member, and one Parks and
Recreation Commission member.
The grant applications were due to the Finance Department by October 1, 2004. A total of 12
grant applications were received with funding requests totaling approximately $1 61,000. The
Citizen Review Committee met four times during the months of October and November. They
reviewed the applications, interviewed the top applicants, and evaluated the grant requests
based on level of enrichment, experience and background, and scope of project. As a result
of their review and evaluation, a total of $49,530 in funding is being recommended for six of
the requests.
The table in Exhibit 2 summarizes the grant requests and the Citizen Review Committee’s
recommendations for funding.
FISCAL IMPACT:
The 2004-05 operating budget contains an appropriation of $50,000 for Community Activity
Grants. No further appropriations are required.

BACKGROUND:
activities with General Fund monies. This has included the allocation of funds to agencies
that provide various enrichment programs to Carlsbad residents and visitors. During the
2003-04 budget process, the City Council directed a council subcommittee to evaluate the
current process and recommend changes to facilitate that process. The following policy
outlines those changes.
The City Council has, in the past, chosen to fund community

citizens and city staff to evaluate the applications, and make
recommendations to the City Council. The review panel will
be comprised of the following: One representative from each
quadrant of the City, one member of the Senior Commission,
the Library Board, and the Parks & Recreation Commission.
f. The review panel will consider the provision of matching
funds from other sources in evaluation of the applications.
Special Event Grants
a. These grants provide city funding for Special Events in the
city of citywide interest.
b. These grants can be requested any time of the year.
c. The requests will be funded from Council’s contingency
account.
d. The application process will consist of the following:
i. Special event application
ii. Special Event Grant supplemental application
iii. Approval of special event by special events
iv. Allocation of funding by the City Council
committee
Winning - Teams Grants
a. These grants provide funding to youth teams to offset the
cost of travel expenses to national championship
competitions.
These grants can be requested any time of the year.
The requests will be funded from Council’s contingency
account.
i. The participants are all 18 years of age or under.
ii. The group or team is an organized non-profit
corporation or agency.
iii. The request for funding must be made prior to the
date of the event.
iv. At least 90% of the participants in the team or
group are residents of Carlsbad.
The application process will consist of the following:
i. Written request to Council

Carlsbad Pop Warner Travel to Bowl Game in Hilo Hawaii
Grant would help fund travel expenses for the Carlsbad PopWarner,
Midget Lancers (ages 12-1 4years old) to participate in the 2004 Ronald
Saiki Invitational Bowl Game, November 20th, 2004 in Hilo, Hawaii.
HOPE Bereavement Center
This program, located in Carlsbad, offers a variety of support, counseling
and educational services for the families of our hospice patients as well
as for anyone in the community who has suffered the loss of a loved one
from a death of any cause.
Carlsbad Village Farmers Market Promotion
Business Association Grant would fund promotion and marketing for existing Farmers Market
and proposed additional Farmers Market on Saturday.
Sundav Surf Music Concert Series
A two-hour Sunday concert series in downtown Carlsbad (location tbd)
to be held during the month of August. Concert will feature professional
surf bands and a California Surf Museum booth featuring the history of
surfing in Carlsbad.

La Jolla Music Society Pat Stein North Counlv Concert Series
Three Discovery Series concerts, featuring emerging artists to be held at
the Dove Library auditorium.
Education and Exhibits Droaram
Development of an 8 minute video will be produced to show the different
kinds of invasives in our aquatic and terrestrial habitatsto be used in
educational programs and docent training.
Hold on to Your Music Book Giftina Proaram
This program includes two main components: Book gifting to local
schools and libraries (includes books, study guides and CD's), and a
Mini-Residency (community concert) with Mona Golabek.
Parent and Child Time (PACT) for Carlsbad
This program is an opportunity for parents and their children to work
together on art projects and share ideas.
Carlsbad Chamber of Desian Comoetition for Villaae Area
Commerce A competition to embellish on existing conceptual master plan by creating
schematic designs for two strategic properties located in the Village.
Three architectural firms will be asked to submit designs.
North County Vietnam North Counlv Vietnam Veterans Memorial
Veterans Memorial Creation and installation of a granite memorial on the grounds donated by
the Army and Navy Academy as a way of remembering the men who
graduated from North County Schools or who lived in North County
and gave the supreme sacrifice for their nation in the Vietnam War.

4/20 Celebration of Sober and Drua Free Life Choices
This event will be open to all secondary students (grades 7-12) in the
Carlsbad Unified School District in an effort to counter the pro-marijuana
messages in popular culture and provide an alternative event to "getting
high".
Tim Wrisley Carlsbad Maaazine
Start up costs for a new magazine for Carlsbad which will be distributed
free to locals and tourists. Each issue will include a City Guide to
Carlsbad, a Restaurant Directory, and a Calendar of Events. It will
spotlight the amazing people and places to see that make Carlsbad
such a wonderful place to live or visit.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING THE
RECOMMENDATION OF THE COMMUNITY ACTIVITY GRANT
CITIZEN REVIEW COMMITTEE AND ALLOCATING FUNDS TO
THE ORGANIZATIONS IDENTIFIED
WHEREAS, the City Council of the City of Carlsbad, California, appointed a seven-
member Citizen Review Committee to review Community Activity Grant applications and make a
recommendation for funding; and;
WHEREAS, the Citizen Review Committee has recommended six organizations and their
funding level.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the following organizations are hereby granted funds in the amounts shown from
the Community Activity Grants fund for the 2004-05 fiscal year in accordance with Council Policy
