DEPARTMENT FOR FIRE CONFINED SPACE

RECOMMENDED ACTION:
3ty Council adopt Resolution No. 2004-396 accepting the Fireman’s Fund
ieritage Program Phase II Grant funds and appropriating the grant funds to Fire
3epartment Emergency Operations for purchase of Confined Space Communications and
3escue equipment.
ITEM EXPLANATION:
3n October 12, 2004, the City Council approved the Carlsbad Fire Department’s application
to the Fireman’s Fund Heritage Program Phase II Grant for Confined Space
Communications and Rescue equipment. The City of Carlsbad’s application for grant
funding under the Fireman’s Fund Heritage Program Phase II Grant was approved in the
amount of $13,600.
These one-time grant funds will be used to purchase a Confined Space Communications
Equipment Kit and Confined Space Rescue equipment. The portable communications unit
is mandated for use in confined space rescues to provide real-time communication among
the required five (5) persons involved in confined space rescue operations. This equipment
will provide a communications link between the two (2) emergency rescue personnel in the
confined space, the two (2) emergency rescue personnel adjacent to the confined space
and the commander of the rescue operation. The Confined Space Rescue equipment
includes one (1) Emergency Escape Pack and Harness with 300 feet of airline for use in
providing air to trapped victim(s) during the confined space rescue and extrication process.
The State of California Office of Emergency Services (“State OES”) mandates that all State
certified “Heavy Rescue” apparatus carry the Confined Space Communication Equipment
Kit for use in all confined space emergency rescue operations. The Carlsbad Fire
Department does maintain and operate a State certified “Medium Rescue” apparatus. The
acquisition of the Confined Space Communication Equipment will enable the Medium
Rescue apparatus to be certified as a Heavy Rescue apparatus. It will then be the only
State certified Heavy Rescue apparatus in the San Diego region and only one (1) of
approximately seven (7) Heavy Rescue apparatus in the State.
FISCAL IMPACT:
The total program cost is $13,600, all of which will be funded by the Fireman’s Fund
Heritage Program Phase II Grant. There is no matching fund requirement for this one-time
Grant. Grant funds will be appropriated to the Fire Department Emergency Operations
Heavy Rescue Program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING FIREMAN’S FUND
HERITAGE PROGRAM PHASE I1 GRANT AWARD AND
APPROPRIATION OF FUNDS
WHEREAS, the Fire Department applied for and was awarded a Fireman’s Fund
Heritage Program Phase I1 Grant in the amount of $13,600 for the purchase of Fire Confined
Space Communications and Rescue Equipment,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the Fire Chief, or his designee, is authorized to execute all appropriate
agreements, receipt of funds or documents related to the Fireman’s Fund Heritage Program
Phase I1 Grant, as well as any required reports and/or final statements.
3. That the Finance Director is authorized to appropriate $13,600 to Fire
Department Emergency Operations Heavy Rescue Program for the purchase of Fire Emergency
Operations Confined Space Communications and Rescue Equipment.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City
Council of the City of Carlsbad on the 14th day of December 2004, by the following vote:
AYES: Council Members Lewis, Finnila, Kulchin, Hall and Packard.
