RECOMMENDED ACTION:
Adopt Resolution No. 2004-400 approving plans and specifications and authorizing
the City Clerk to advertise for bids for the Woodstock Sewer Pipeline Extension, Project No. 3840-2
and appropriation of funds.
ITEM EXPLANATION:
The Woodstock Sewer Pipeline Extension is designed to convey wastewater tributary to the
Woodstock Sewer Lift Station to an existing gravity flow sewer pipeline. The project includes the
installation of 500 lineal feet of 8-inch diameter high-density polyethylene pipe (HDPE) and the
dismantling of the Woodstock Sewer Lift Station. The new sewer pipeline will connect to the
Calavera Hills Village Y sewer pipeline, which was recently constructed by a developer.
The work at the Woodstock Sewer Lift Station includes removing all equipment and above ground
appurtenances and modifying the sewer at the site. This work complies with the City's sewer master
plan and capital improvement program to abandon the use of temporary lift stations. This sewer
pipeline extension has three major benefits. First, it eliminates the need to replace the equipment,
pumps, controls and wet well rehabilitation at the existing lift station, which was constructed in 1984.
The estimated cost to replace this equipment, which has reached its useful life, is $300,000 based
on bids for this work at other locations. Second, the pipeline eliminates the annual maintenance,
which is estimated at $19,703 for this fiscal year. And third, eliminating the sewer lift station helps
reduce the potential for future staffing increases by reducing ongoing City labor.
ENVIRONMENTAL REVIEW:
The project has been reviewed for conformance with the California Environmental Quality Act, and it
has been determined that no significant environmental impacts will result. The Planning Director
issued a Notice of Intent to Adopt a Negative Declaration on January 2, 2004. A 20-day comment
period was provided and no comments from the public or governmental agencies were received.
FISCAL IMPACT
A summary of the final project cost is as follows:

The total estimated cost of the project is $300,000 as shown in the table above. Since the purpose of
this project is to reduce future operating costs, staff is requesting an appropriation of $300,000 from
the Sewer Operating Fund.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
WOODSTOCK SEWER PIPELINE EXTENSION, PROJECT NO.
3840-2 AND APPROPRIATION OF FUNDS.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct a sewer pipeline from Woodstock
Street to Calavera Hills Village Y and the dismantling of the Woodstock Sewer Lift Station; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental of said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, said project will require an appropriation from the Sewer Operating Fund; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the above recitations are true and correct.
That the plans, specifications and contract documents on file in the Engineering
Department of the City of Carlsbad are hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
n accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
Noodstock Sewer Pipeline Extension, Project No. 3840-2, in accordance with the plans,
specifications and contract documents referred to herein.
