RECOMMENDED ACTION:
Adopt Resolution No. 2005-003
GranVHOME Investment Partnership Funding Advisory Committee.
appointing members to the City's Community Development Block
ITEM EXPLANATION:
The City receives federal funds to assist lower income families and individuals through the Community
Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Programs. The Citizen
Participation Plan required for Carlsbad's CDBG/HOME Program specifies the formation of a seven member
Funding Advisory Committee to make recommendations regarding funding allocations to the City Council.
The Citizen Participation Plan further specifies that the City Council appoint seven members to the
Committee with the following representation: one Housing Commissioner, one Planning Commissioner, one
Senior Commissioner, and four citizens-at-large, one from each quadrant of the City.
The City Council appointed the following Committee Members for two-year terms on January 13, 2004:
Senior Commission David Ricker
Housing Commission Bobbie Smith
Northwest Quadrant James Sweeney
Northeast Quadrant Eric Ohlin
Southwest Quadrant Dale Ordas
The Mayor has received the following recommendations for appointment to the Committee:
Planning Commission Marty Montgomery
Southeast Quadrant Andy Lee
Staff recommends that Council adopt the attached Resolution reaffirming the appointment of the
previously appointed Committee Members and appointing new Committee Members as recommended
above for two-year terms.
FISCAL IMPACT:
No fiscal impact to City funds.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING MEMBERS TO THE CITY OF CARISBAD'S
COMMUNITY DEVELOPMENT BLOCK GRANT/HOME INVESTMENT
PARTNERSHIP FUNDING ADVISORY COMMITTEE FOR PROGRAM YEAR
2005-2006.
WHEREAS, the Citizen Participation Plan for Carlsbad's Community Development Block Grant
(CDBG)lHome Investment Partnership (HOME) Program specifies the formation of a seven member
citizen advisory committee to make recommendations regarding CDBG funding allocations to the City
Council; and
WHEREAS, the Citizen Participation Plan further specifies that the City Council shall appoint
seven members to the CDBG Funding Advisory Committee with the following representation: one Housing
Commissioner, one Planning Commissioner, one Senior Commissioner, and four citizens-at-large (one
from each City Quadrant); and
WHEREAS, the City Council appointed David Ricker, Bobbie Smith, James Sweeney, Eric
Ohlin, and Dale Ordas to the Advisory Committee for two-year terms on January 13, 2004, and all other
Advisory Committee Members from the 2004-2005 Program Year have completed their two-year terms.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.

2. That the Mayor, subject to the majority concurrence of the City Council pursuant to CMC
Section 2.06.070, appoints the following members to the Advisory Committee for two year terms:
Planning Commission Representative Marty Montgomery
Southeast Quadrant Representative Andy Lee
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of the City of
Carlsbad, California, held on the 11 th day of JANUARY 2005, by the
following vote, to wit:
AYES: Council Members Hall, Kulchin, Packard, Sigafoose
NOES: None
ABSENT: Council Member Lewis
ABSTAIN: None
