RECOMMENDED ACTION:
Adopt Resolution No. approving plans and specifications and authorizing the City Clerk to advertise for bids for the Carlsbad City Library Children’s Garden Project,
Contract No. 425-4.

IT EM EXPLANATION :
The Carlsbad City Library on Dove Lane opened in September of 1999. Over the past five years,
the Children’s Garden area has been underutilized because the design and the orientation of the
space have made it difficult to use as a program space. The angle of the sun in the summer
months has caused high temperatures; in the winter there is little sun and moisture accumulates
because of the grassy mounds. Use of the space for programs has been difficult also because the
mounds obstruct sight lines. To alleviate these shortcomings, Library staff worked with Parks staff
and hired a landscape consultant to assist in redesigning the space. That redesign has been
completed.
Plans and specifications are ready for the project to be bid. Construction is planned for spring of
2005.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process under Section 15304 Class 4 (b) of the Public Resources Code (California Environmental Quality Act).
FISCAL IMPACT:
The engineer’s estimated cost to complete this project is:

Based on the Engineer’s Estimate, there are sufficient funds in the Friends Donations and Gifts & Bequests accounts to complete the construction.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
CARLSBAD CITY LIBRARY CHILDREN’S GARDEN PROJECT,
CONTRACT NO. 425-4.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
iecessary, desirable, and in the public interest to redesign the Children’s Garden area to
mhance utilization of that area; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
3quipment, transportation, and other expenses necessary or incidental to the Carlsbad City
-ibrary Children’s Garden Project, Contract No. 425-4, have been prepared and are on file in the
’ublic Works-Engineering Department of the City of Carlsbad and are incorporated herein by
-eference; and
WHEREAS, sufficient funds are available in the project accounts.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
Zalifornia, as follows:

That the plans, specifications, and contract documents for the Carlsbad City
Jbrary Children’s Garden Project, Contract No. 425-4, on file in the Public Works-Engineering

3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
n accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
Sarlsbad City Library Children’s Garden Project, Contract No. 425-4, in accordance with the
Dlans, specifications, and contract documents referred to herein.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
