ITEM EXPLANATION:

The Buena Vista Lift Station, jointly owned by the City of Carlsbad and the City of Vista, is located southeast of the Jefferson Street - Highway 78 intersection. The lift station is part of the VistdCarlsbad Interceptor sewer system, which conveys wastewater from Vista and Carlsbad to the Encina Water Pollution Control Facility for treatment.
Improvements to the lift station were made through contracts awarded by the City of Vista beginning in 1995. The improvements included increasing the capacity of the lift station to 22 million gallons per day in order to meet increasing flows in that portion of the system.
Following the initial construction, a sewage spill occurred at the site as a result of a failure at the lift station. Additional design and construction work was necessary to repair and complete improvements to the lift station. Construction has been completed for several years, but administrative and legal issues involving the City of Vista, the contractor, and the consulting engineer have only recently been resolved. Prior to the resolution of the administrative and legal issues, it was not possible to determine the final project costs or Carlsbad's share of the costs. Final costs for the improvements have now been determined.
Vista has submitted an invoice to the City of Carlsbad for payment of its share of the cost of the improvements. At the time of the improvements, ownership of the lift station was 84.5% Vista, and 15.5% Carlsbad. Cost share for the improvements was calculated based on the agreement between the two cities, which corresponded to the percent ownership at that time.
FISCAL IMPACT:
The following is a summary of the project cost:

Carlsbad has made two previous payments toward this project for a total of $245,211. Staff has reviewed costs for the improvements and concurs with the invoice submitted by the City of Vista for a payment of $384,059.83. An additional appropriation of $1 30,000 from the Sewer Replacement Fund is necessary and requested for the final payment of this project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROPRIATION OF FUNDS, AND
AUTHORIZATION FOR PAYMENTS TO THE CITY OF VISTA FOR
IMPROVEMENTS TO THE BUENA VISTA LIFT STATION,
PROJECT NO. 33221
WHEREAS, the City of Carlsbad and the City of Vista share ownership of the Buena Vista
Lift Station; and
WHEREAS, the City Council of the City of Carlsbad, California, has determined it was
necessary, desirable, and in the public interest to improve the Buena Vista Lift Station; and
WHEREAS, The City of Vista has awarded contracts for and completed improvements to
the Buena Vista Lift Station; and
WHEREAS, staff has reviewed and concurs with the invoice and summary of costs
submitted to the City of Carlsbad by the City of Vista for improvements to the Buena Vista Lift
Station; and
WHEREAS, the balance due to the City of Vista for improvements to the Buena Vista Lift
Station is $384,059.83; and
WHEREAS, existing appropriations in the amount of $256,921 are not sufficient to pay for
the City’s share of Costs; and
WHEREAS, appropriation of additional Sewer Replacement funds in the amount of
$1 30,000 is necessary; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the Finance Director is hereby authorized to appropriate $130,000 from the
Sewer Replacement Fund.
