CITY MGR -si2 RECOMMENDED ACTION: City Council adopt Resolution No. 2005-01 1 accepting Federal grant funds through the Urban Area Security Initiative Grant Program (UASI) for domestic disaster preparedness for incidents of terrorism involving Weapons of Mass Destruction. ITEM EXPLANATION: The United States Department of Justice (DOJ), Office of Justice Programs (OJP) and the Office of Domestic Preparedness (ODP) provide federal grant funds which are administered to states through the State Domestic Preparedness Grant Program for the purchase of specialized equipment and training to enhance the capability of state and local agencies to respond to incidents of terrorism involving the use of Weapons of Mass Destruction (WMD). For the federal grant funds associated with the UASI Grant Program, the City of San Diego Office of Homeland Security is the designated “Metropolitan Urban Area” for the San Diego Operational Area, and as such, is the entity that applies for, receives and locally administers federal UASl grant funds. The UASI Program is a new program. The Urban Area Working Group is the governing body and determined the local distribution formula for UASl grant funds, which is also based upon the percentage of “first responders” in each jurisdiction within the Metropolitan Urban Area. No matching funds are required for the Urban Area Security Initiative Grant. The Federal grant funds allocated to the City of Carlsbad are noted in the following table: Attached as Exhibit No. 2 is the Grant Fund Distribution List for the FY 2003 UASI Grant (Part II) designated for training. Attached as Exhibit No. 3 is the Grant Fund Distribution List and the Equipment Purchase Summary for the FY 2004 UASl Grant. The City of Carlsbad Police and Fire Departments jointly review the list of UASl grant-fund qualified Personal Protective Equipment (PPE) and WMD-related equipment, determine the needs of each department, and allocate the funds for purchases based upon identified department needs. Equipment is then purchased and paid for by the City. Paid purchase invoices for UASI- related purchases are then sent to the City of San Diego Office of Homeland Security for full reimbursement to the City. The FY 2003 (Part II) and FY 2004 UASl Training Grants require that the grant funds only be used for terrorism and weapons of mass destruction-related training and the expenses associated with attendance at the training for police, fire and other first responder City staff. PAGE 2 OF AGENDA BILL NO. 17,943 The cost of the training and all related expenses are fully reimbursable under the terms of the UASI Training Grants. The UASl Training Committee has developed a list of approved grant-related training and continues to review other training that is grant applicable. Similar to the PPE and WMD-related equipment purchases, the City of Carlsbad Police and Fire Departments jointly review the UASI-related training needs of both Departments and allocate the funds for training based upon identified department needs. Training is then scheduled and paid for by the City. Paid invoices for UASI-related training and the expenses associated with the training are then sent to the City of San Diego Office of Homeland Security for full reimbursement to the City. FISCAL IMPACT: All UASl grant-related purchases and training costs and expenses are 100% reimbursable. The Police and Fire Departments request that the City Council appropriate from the General Fund the total of all UASl grant funds, in the amount of $196,633, to Disaster Preparedness. Upon completion of the UASl grant-related purchases and training, the General Fund will be reimbursed by grant reimbursements. It is anticipated that all expenditures and reimbursements associated with the FY 2003 UASl (Part II) Training Grant will be completed before the close of FY 2004/05. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING AND APPROPRIATING FEDERAL GRANT FUNDS TO THE CARLSBAD POLICE AND FIRE DEPARTMENTS FOR TERRORISM DISASTER PREPAREDNESS FEDERAL GRANT PROGRAMS WHEREAS, the Carlsbad Police and Fire Departments are eligible to receive Federal grant funds through the Urban Area Security Initiative Grant Program (UASI) for domestic preparedness for incidents of terrorism involving Weapons of Mass Destruction. The total amount of the grants are $196,633. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. The Federal grant funds for UASI require no matching funds. Since all grant- related purchases and training are 100% reimbursable, the City shall incur no costs. 3. That the Finance Director is authorized to appropriate $196,633 from the General Fund to Disaster Preparedness for UASI Grant-related purchases and training.
