Recreation CITY OF CARLSBAD - AGENDA BILL - TITLE: RECEIPT OF baNATlON AND PURCHASE OF ELECTRIC CART FOR LEO CARRILLO RANCH HISTORIC PARK 4 DEPT.H RECOMMENDED ACTION : Adopt Resolution No. 2005-014 the purchase of Yamaha G22EL electric cart for Leo Camllo Ranch Historic Park (Exhibit2). accepting donation in the amount of $4,420 to be applied towards ITEM EXPLANATION : Since the opening of Camllo Ranch Park in August 2003, staff has been providing tours for the public of this historic site. The 27-acre park is located at the bottom of a canyon and therefore consists of some difficult terrain including steep slopes, unpaved trails and irregular surfaces. Consequently, there has been difficulty for some visitors-especially those patrons with disabilities or ambulatory restrictions-in their ability to enjoy the park experience without mobility assistance. In order to provide a high level of customer service and enhance the park experience for those persons requiring mobility assistance, staff began providing driving tours of the ranch for the elderly and disabled soon after the ranch opened. Unfortunately, the cart which staff has been using to provide this service is not particularly well-equipped to transport wheelchairs, walkers, or other mobility devices, and it has proven to be unreliable in terms of providing consistent service without breaking down due to the age and condition of the vehicle. To remedy this situation, staff approached the Friends of Camllo Ranch, Inc. (Friends) to seek their partnership and assistance with the purchase of a properly equipped cart for the ranch. Staff subsequently obtained bids on a Yamaha G22EL cart, which is capable of transporting six patrons with ancillary equipment at a cost of $8,840 (Exhibit 3). The Friends have offered to donate 50% of the total projected cost to purchase. On November 15, 2004, the Parks and Recreation Commission recommended that this donation totaling $4,420 be accepted by the City Council. If Council concurs, acceptance of this generous donation will ensure that all guests will have access to the park and that all visitors can enjoy the historic and scenic experience at Leo Camllo Ranch. In appreciation for their support, the Friends logo and Flying LC Brand will be placed in a visible location on the cart.. FISCAL IMPACT: Total cost for the purchase of the electric cart is estimated at $8,835.50, which includes delivery, materials, and additional equipment. The Recreation Department's operating budget will pay the remaining $4,415.50 necessary to complete the purchase. The minimal annual maintenance and operating expense is estimated to be $200 per year. The can is not included within the vehicle maintenance and replacement internal service fund. EXHIBITS: 1. WHEREAS, the City Council wishes to accept the Friends of Carrillo Ranch, hc. donation totaling $4,420 in support of the purchase of an electric cart, and WHEREAS, the City Council wishes to acknowledge the generosity and support of contributors; Friends of Carrillo Ranch, Inc.; and WHEREAS, on November 15, 2004 the Parks and Recreation Commission received a donation totaling $4,420 and recommended acceptance by the Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2.
