RECOMMENDED ACTION:
Introduce Ordinance No. NS-739

to require stops on Morada Street at its intersection with
ITEM EXPLANATION:
Morada Street and Garboso Street are local residential streets in south Carlsbad. Morada Street
intersects with Garboso Street in a T-intersection configuration and both streets are uncontrolled at
this intersection. Landscaping at the intersection corners reduces the available intersection
approach sight triangle distance for a driver on Morada Street to view approaching vehicles on
Garboso Street.
An analysis of the safe approach speed to the intersection was conducted and found to be less
than 10 miles per hour for a driver on Morada Street approaching Garboso Street. Consequently,
a stop sign can be recommended to be installed on Morada Street.
The Traffic Safety Commission reviewed this matter at their meeting of December 6, 2004. By a
4-0 vote, the Commission recommended that a stop sign be installed on Morada Street at its
intersection with Garboso Street because of limited sight distance at the intersection approach
sight triangle.
FISCAL IMPACT:
The installation of one stop sign, limit line, and a stop legend will cost about $500.

ORDINANCE NO. NS-739
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE A
STOP ON MORADA STREET AT ITS INTERSECTION WITH
GARBOSO STREET.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1 : That Title IO, Chapter 10.28 of the Carlsbad Municipal Code is amended by
the addition of Section 10.28.760 to read as follows:
“1 0.28.760 Garboso Street. Drivers shall stop where the following
described street intersects Garboso Street:
Morada Street.”
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
(1 5) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
1st day of FEBRUARY ,2005, and thereafter,
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the day of , 2005 by the following vote, to wit:
