Public vehicular access to the South Carlsbad State Beach campground facility is restricted to southbound
traffic on Carlsbad Boulevard at Poinsettia Lane. Vehicles approaching on westbound Poinsettia Lane and northbound Carlsbad Boulevard must divert north on Carlsbad Boulevard. The proposed left-turn lane will
allow these northbound vehicles to U-turn at Breakwater Road and enter the campground from southbound
Carlsbad Boulevard. Plans and specifications for this project have been completed. This project was approved in the 2004l2005 Capital Improvement Program for design and construction, and funding for this
project is available from the South Carlsbad Coastal Redevelopment Area tax fund.

ENVIRONMENTAL REVIEW:
$20,400
The proposed improvements to Carlsbad Boulevard consist of installation of a left turn pocket at an existing
intersection and the addition of paved area to facilitate U-turns for larger vehicles. All work would be
conducted within the existing public right-of-way and no significant increase in traffic circulation or roadway
capacity would occur. Therefore the project qualifies as a minor alteration of an existing facility and is exempt
from environmental review pursuant to Section 15301(c) of the State CEQA Guidelines.
Total Project Cost
FISCAL IMPACT:
$198,281
The funds needed to complete the project are estimated at $198,281. The project cost breakdown is as
follows:

The funds appropriated in the South Carlsbad Coastal Redevelopment Area tax fund may not be sufficient to
complete this project. After bids are received and analyzed, staff may need to request additional funds at the
time of contract award.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
CARLSBAD BOULEVARD LEFT-TURN LANE AT BREAKWATER
ROAD, PROJECT NO. 3947-1.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct the Carlsbad Boulevard Left-Turn
Lane at Breakwater Road; and
WHEREAS, the construction of the left-turn lane will facilitate northbound U-turns at the
intersection to proceed south; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental of said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, said project was included in the 200412005 Capital Improvement Program;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the above recitations are true and correct.
That the plans, specifications and contract documents on file in the Engineering
Department of the City of Carlsbad are hereby approved.

3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
Carlsbad Boulevard Left-Turn Lane at Breakwater Road, Project No. 3947-1, in accordance with
the plans, specifications and contract documents referred to herein.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 8th day of FEBRUARY , 2005 by the following vote, to wit:
AYES: Council Members Lewis, Hall, Kulchin, Packard, Sigafoose
