RECOMMENDED ACTION:
Adopt Resolution No. appropriating funds received from the California Department
of Conservation Beverage Container Recycling and Litter Reduction Grant Program to continue the
City’s recycling and litter reduction activities.

ITEM EXPLANATION:
The California Beverage Container Recycling and Litter Reduction Act authorizes the State of
California to allocate a total of $10.5 million on an annual basis to eligible cities and counties for
beverage container recycling and litter reduction activities. Each city is eligible to receive a
noncompetitive grant for a minimum of $5,000 or an amount calculated by the California Department of Finance on a per capita basis, whichever is greater. Eligible uses of the grant funds include: (1)
collection and recycling of CRV beverage containers in public areas, (2) public education and/or
promotion of CRV beverage container recycling and/or litter prevention, and (3) CRV beverage
container litter prevention and/or abatement in public places.
For FY 2003-04, the City of Carlsbad received a Beverage Container Recycling and Litter Reduction
Grant in the amount of $24,812. These funds, however, were never appropriated to the FY 03-04
Solid Waste Program Budget. Staff purchased various trash and recycling receptacles for placement
throughout the City with the intention of utilizing the FY 2003-04 Beverage Container Recycling and
Litter Reduction Grant Program funds. However, because the grant funding was not appropriated,
staff was required to use existing solid waste appropriations, resulting in a reduced carry forward into
the 2005 fiscal year.
Staff is requesting that the FY 2003-04 Beverage Container Recycling and Litter Reduction Grant
Program funding be appropriated to the Solid Waste Program Budget to replace the funds that were
previously spent on recycling activities.
FISCAL IMPACT:
The City will appropriate $24,812 in PI 2003-04 Beverage Container Recycling and Litter Reduction
Grant Program funding to the FY 2004-05 Solid Waste Program Budget to continue the City’s
beverage container recycling and litter reduction activities.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BEVERAGE CONTAINER RECYCLING AND LITTER REDUCTION
GRANT PROGRAM FUNDING TO CONTINUE THE CITY'S
RECYCLING AND LITTER REDUCTION ACTIVITIES.
CARLSBAD, CALIFORNIA, APPROPRIATING THE 2003-04
WHEREAS, the people of the State of California have enacted the California Beverage
Zontainer Recycling and Litter Reduction Act that provides funds to cities and counties for
)everage container recycling and litter reduction activities; and
WHEREAS, the California Department of Conservation awards local agencies Beverage
2ontainer Recycling and Litter Reduction Grant Program funds and the City was awarded a
3everage Container Recycling and Litter Reduction Grant in the amount of $24,812; and
WHEREAS, the City of Carlsbad is desirous of appropriating these funds to the Solid
Naste Fund.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
=alifornia, as follows:
1. That the above recitations are true and correct.
2. That the Finance Director is hereby authorized to appropriate $24,812 into the
Solid Waste Fund.

The City plans to concentrate on educational and outreach programs. We want to increase our public
awareness through both utility bill inserts and brochures. The combination of the two approaches will reach a significant number of City residents.
In addition, the City plans to develop an educational component targeting school aged children. The program will primarily utilize
