RECOMMENDED ACTION:
Adopt Resolution No. 2005-044 approving plans and specifications and authorizing the
City Clerk to advertise for bids for the 2005 Street Sealing Project, Project No. 3667-10,
and appropriation of funds.
ITEM EXPLANATION:
The 2005 Street Sealing Project is part of the City's ongoing Pavement Management Program. Thisstreet maintenance project will extend the life of various roadways throughout the City by applying a rubberized slurry seal. The roadways were selected based on the age and existing condition of the roadway surface. The application of rubberized slurry seal rejuvenates and protects
the roadway surface from the harmful effects of sunlight while at the same time protecting the underlying base material from the damaging effects of water penetration.
In addition to roadway surface maintenance, the project includes cement repairs to sidewalks,
driveway aprons, and curbs. These cement repairs will occur along roadways that are receiving seal
applications throughout the project area.
By completing these items of work at the same time, the public right-of-way will be improved by a single construction project which will reduce the construction impacts on the adjacent residents.
The construction is projected to occur in the Summer of 2005.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process under Section 15301
Class 1 (c) of the Public Resources Code (California Environmental Quality Act).

Funding availabilitv:
There is currently $4,750,000 of TransNet Local and Gas Tax funding available for the Pavement
Management projects. In addition to the 2005 Street Sealing project there are two other projects in
process that will be using these funds. The Industrial Park pipeline project, which was awarded by
the City Council at the January 18th, 2005 meeting, will require $2,050,000 and the 2005 Pavement
Overlay project will require a minimum of $1,907,000. This leaves a remaining balance of $793,000
which is sufficient for the pavement management tasks associated with the 2005 Street Sealing

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
AND APPROPRIATION OF FUNDS
2005 STREET SEALING PROJECT, PROJECT NO. 3667-10,
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
iecessary, desirable, and in the public interest to slurry seal streets in accordance with the City's
ingoing Pavement Management Program and repair selected concrete sidewalks, driveway
aprons, and curbs in accordance with the City's ongoing Street Maintenance Program; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
squipment, transportation, and other expenses necessary or incidental to the 2005 Street Sealing
'roject, Project No. 3667-10, have been prepared and are on file in the Public Works-Engineering
3epartment of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, additional Gas Tax funds need to be appropriated in order to construct the
:ement repairs; and
WHEREAS, there are sufficient Gas Tax funds available for the additional appropriation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
Salifornia, as follows:

That the above recitations are true and correct.
That the plans, specifications, and contract documents for the 2005 Street Sealing
'roject, Project No. 3667-10, on file in the Public Works-Engineering Department of the City of
Sarlsbad are hereby approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
n accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
2005 Street Sealing Project, Project No. 3667-1 0, in accordance with the plans, specifications,
and contract documents referred to herein.
