HD.uH UNICORN10 STREET AT ITS INTERSECTION WITH RECOMMENDED ACTION: Introduce Ordinance No. NS-741 Rancho Cortes. to require stops on Unicornio Street at its intersection with ITEM EXPLANATION: Unicornio Street intersects Rancho Cortes in a T-intersection configuration. This intersection is located in a residential area and both streets are considered local streets. Staff received a citizen request asking that intersection control be considered on Unicornio Street. An analysis was conducted to determine if the safe approach speed on Unicornio Street to the intersection was less than 10 miles per hour. If so, placement of a stop sign on Unicornio Street could be considered. Results of the field investigation determined that the vertical alignment of Rancho Cortes did result in a reduction of sight distance. The available clear approach sight triangle distance to view eastbound vehicles on Rancho Cortes was less than the minimum needed for the 10 mile per hour approach speed of a vehicle on Unicornio Street. Therefore, vehicle conflicts in the intersection could be minimized by placing a stop sign on the stem of the T-intersection, which would be Unicornio Street. The Traffic Safety Commission reviewed this matter at their meeting of January 3, 2005. By a 4-0 vote, the Commission recommended that a stop sign be installed on Unicornio Street at its intersection with Rancho Cortes. FISCAL IMPACT: The installation of one stop sign, limit line, and a stop legend will cost about $500. EXHl B ITS: 1. Location Map. 2. NS-741 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE A STOP ON UNICORN10 STREET AT ITS INTERSECTION WITH RANCHO CORTES. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1 : That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by the addition of Section 10.28.770 to read as follows: “10.28.770 Rancho Cortes. Drivers shall stop where the following described street intersects Rancho Cortes: Unicornio Street.” EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen (1 5) days after its adoption.
