W @ CADENCIA STREET AT ITS INTERSECTION WITH ROMERIA STREET CITY ATTY. IEPT. ENG RECOMMENDED ACTION: Introduce Ordinance No. NS-742 Romeria Street. to require stops on Cadencia Street at its intersection with ITEM EXPLANATION: Cadencia Street intersects Romeria Street in a T-intersection configuration with Cadencia Street being the stem of the intersection. This intersection is located in a residential area and both streets provide access to La Costa Heights Elementary School. Staff received a citizen request to evaluate the need to place a stop sign on Cadencia Street at Romeria Street due to landscaping on the corner of the intersection. An analysis was conducted to determine if the safe approach speed on Cadencia Street to the intersection, for sight distance purposes, is less than 10 miles per hour. If so, there would be limited visibility to observe approaching vehicles on Romeria Street and a stop sign could be considered. It was determined that there is reduced visibility to observe northbound vehicles on Romeria Street when a driver on Cadencia Street is approaching the intersection at a point 50 feet from the potential conflict point in the intersection. With the available clear approach sight triangle distance being less than the minimum needed for the 10 mile per hour approach speed of a vehicle on Cadencia Street, a stop sign can be considered for installation on Cadencia Street. The Traffic Safety Commission reviewed this matter at their meeting of January 3, 2005. By a 4-0 vote, the Commission recommended that a stop sign be installed on Cadencia Street at its intersection with Romeria Street because of limited sight distance at the intersection approach sight triangle. Section 10.28.370 of the Carlsbad Municipal Code was previously established by the City Council to require stops on Levante Street and its intersection with Romeria Street. FISCAL IMPACT: The installation of one stop sign, limit line, and a stop legend will cost about $500. EXHIBITS: 1. Location Map. 2. NS-742 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE A STOP ON CADENCIA STREET AT ITS INTERSECTION WITH ROMERIA STREET. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1 : That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by the revision of Section 10.28.370 to read as follows: “1 0.28.370 Romeria Street. Drivers shall stop where the following described streets intersect Romeria Street: Levante Street Cadencia Street.” EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
