ITEM EXPLANATION : CitylState BidAmount Agoura Hills, CA 4,396,384 Temecula, CA 4,800,007 On October 12, 2004, the City Council approved the plans and specifications and authorized the advertisement of bidding for the construction of Pine Avenue Park, City Project No. 38022. The 7.7-acre site is located in the Northwest Quadrant, adjacent to the Carlsbad Senior Center and at the former site of Pine Elementary School (Exhibit 2). Ohno Construction The project includes the following elements (Exhibit 3). - Synthetic turf, multipurpose sports field - Shaded group picnic area - Basketball half-courts - Ornamental garden - Informal amphitheater - Totlot playground - Open space lawn area - Public art - Traffic calming measures for Chestnut Avenue 4,822,000 On January 19, 2005, the City received 12 sealed bids for this project. However, the bid was incomplete and they subsequently submitted a written request with documentation indicating they had made a clerical error in preparing their construction bid. Environmental Construction requested that they be relieved of their bid, based upon the clerical error. Staff reviewed the documents submitted by Environmental Construction in support of their request for bid relief, and 3D Enterprises, Inc. Engineer's Estimate -I- -I--- 5,826,000 4,819,000 AB# 17,985 Page 2 recommends that Council make a determination that they have satisfied the requirements described in Section 5103 of the Public Contract Code, for removal of their bid from further consideration. The documents for the second lowest bid of $4,800,007, submitted by EDGE Development, Inc., were then reviewed by staff and found to be in conformance with the requirements and in good order. It is therefore recommended that EDGE Development, Inc. be awarded the contract as the lowest responsive bidder. School Demolition and Design (Funds Expended to Date) Construction Contract Amount Construction Continaencv ENVIRONMENTAL REVIEW : I $1,038,000 4,800,007 $774.069 On December 17, 2003, the Planning Commission adopted Resolution No. 5523, approving a Negative Declaration for the Northwest Quadrant Community Park (subsequently renamed “Pine Avenue Park”), finding the project to be in conformance with the requirements of the California Environmental Quality Act. At that meeting, the Planning Commission also adopted Resolution Nos. 5524, 5525, and 5526, approving General Plan Amendments, a Zoning Change, and the Conditional Use Permit, CUP 03-18. On September 15, 2004, the Planning Commission adopted Resolution No. 5731 , approving the Conditional Use Permit Amendment CUP 03-18(A), to allow for the addition of temporary modular classroom (“Stay and Play” program), adjacent restroom modular, and a future storage/restroom building to the park design. As shown above, the $7.1 million is sufficient to complete the project. The City was allocated State grant funds of $1.6 million from Park Bond Propositions 12 and 40.
