ITEM EXPLANATION: The Forest Avenue Sewer pipeline is designed to convey wastewater tributary to the Forest Lift Station to an existing gravity flow sewer pipeline in Monroe Street. The project includes installing 1,200 feet of 1 O-inch diameter high-density polyethylene pipe (HDPE) using directional drilling (tunneling) and dismantling the existing Forest Lift Station located in Forest Avenue near its intersection with Highland Drive. The removal of Forest Lift Station complies with the City's sewer master plan and capital improvement program to abandon the use of temporary lift stations. This lift station has now reached the end of its useful life requiring replacement of the wetwell, all pumping equipment and the electrical control system due to severe corrosion and erosion. The Forest Avenue Sewer Pipeline has three major benefits. First, it eliminates the need to replace the existing lift station, which in a Preliminary Design Report prepared by a consultant, indicated that the cost would be approximately $520,000 (inflated to current costs). Second, the pipeline eliminates the annual operation and maintenance expense, which is estimated at $46,000 this fiscal year. And third, eliminating the sewer lift station helps reduce the potential for future staffing increases by reducing ongoing City labor. ENVIRONMENTAL REVIEW: On February 16, 2005, the Planning Director approved a Mitigated Negative Declaration Case No. EIA 04-06 for the project. The Mitigated Negative Declaration was prepared in accordance with California Environmental Quality Act (CEQA) guidelines. FISCAL IMPACT: The funds needed to complete the project are estimated at $891,000. The project cost breakdown is shown below and there are sufficient appropriations available from the Sewer Replacement Fund to construct the project. WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to construct the Forest Avenue Sewer Pipeline; and WHEREAS, the construction of the sewer pipeline will allow abandonment of the temporary Forest Avenue Lift Station; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental of said project have been orepared and are on file in the Engineering Department of the City of Carlsbad and are incorporated by reference herein; and WHEREAS, said project was included in the 200412005 Capital Improvement Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, Salifornia, as follows: 1. 2. That the above recitations are true and correct. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Forest Avenue Sewer Pipeline, Project No. 3495-1, in accordance with the plans, specifications, and contract documents referred to herein.
