HomeMy WebLinkAbout2005-03-01; City Council; 17995; Construction of Woodstock Sewer Pipeline Extensionr8 AWARD OF CONTRACT FOR THE CONSTRUCTION OF MTG. 3/01/05 THE WOODSTOCK SEWER PIPELINE EXTENSION PROJECT NO. 3840-1 RECOMMENDED ACTION: Adopt Resolution No. 2005-054 the Woodstock Sewer Pipeline Extension, Project No. 3840-1. accepting bids and awarding a contract for the construction of . ITEM EXPLANATION: The Woodstock Sewer Pipeline Extension is designed to convey wastewater tributary to the Woodstock Sewer Lift Station to an existing gravity flow sewer pipeline. The project includes the installation of 500 lineal feet of 8-inch diameter high-density polyethylene pipe (HDPE) and the dismantling of the Woodstock Sewer Lift Station. The new sewer pipeline will connect to the sewer pipeline which was extended through Calavera Hills Village Y by McMillin Land Development through a reimbursement agreement. The work at the Woodstock Sewer Lift Station includes removing all equipment and above ground appurtenances and modifying the sewer at the site. This work complies with the City's Sewer Master Plan and Capital Improvement Program to abandon the use of temporary lift stations. On December 14, 2004, the City Council approved the plans and specifications and authorized the advertisement for bids for the Woodstock Sewer Pipeline Extension. On January 27, 2005, the City received eight (8) bids for construction of the project. The bids submitted were separated into two bid schedules. Schedule A constructed the project and is the basis for award to the apparent low bidder. Schedule B includes an additional allowance for excavation of rock where blasting may be needed. Shown below is the summary of bids for Schedule A and B. The Engineer's Estimate for the construction of the project was $270,000. Staff has reviewed the bids and has found them to be in order. Staff recommends that the City Council award the contract for the construction of the Woodstock Sewer Pipeline Extension to Dominguez General Engineering Con tractor. ENVIRONMENTAL REVIEW: The project has been reviewed for conformance with the California Environmental Quality Act, and it has been determined that no significant environmental impacts will result. The Planning Director issued a Notice of Intent to Adopt a Negative Declaration on January 2, 2004. A 20-day comment period was provided and no comments from the public or governmental agencies were received. CARLSBAO ENGiNEERING DEPT. 11/22/04 C: \CAPITAL\PLUMMER\3s401.0~ 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2005-054 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE CONSTRUCTION OF THE WOODSTOCK SEWER PIPELINE EXTENSION, PROJECT NO. 3840-1 WHEREAS, the City Council has determined it necessary, desirable, and in the public interest to construct the Woodstock Sewer Pipeline Extension, Project No. 3840-1 ; and WHEREAS, on December 14, 2004, the City Council approved the plans and specifications for the construction of the Woodstock Sewer Pipeline Extension, Project No. 3840-1 ; and WHEREAS, eight (8) sealed bids were received on January 27, 2005 for the project; and WHEREAS, the lowest responsive, responsible bid for the project was submitted by Dominguez General Engineering Contractor, in the amount of $197,401 for Schedule A and $7,900 for Schedule B; and WHEREAS, Subsection 3.28.040(~)(6) of the Carlsbad Municipal Code authorizes the City Manager to approve change orders in the amount equal to the contingency set at the time of the bid award; and WHEREAS, funding in the amount of $300,000 was appropriated for the Woodstock Sewer Pipeline Extension, Project No. 3840-1 ; and WHEREAS, the estimated project cost for the Woodstock Sewer Pipeline Extension is $284,451.63; and WHEREAS, there are sufficient funds appropriated for the project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. That the City Manager is hereby authorized to approve construction change orders ip to $20,699 for Woodstock Sewer Pipeline Extension, Project No. 3840-1. 4. That the award of this contract is contingent upon Dominguez General Engineering :ontractor, executing the required contract and submitting the required bonds and insurance Iolicies, as described in the contract, within twenty (20) days of adoption of this resolution with the inderstanding that the City Manager may grant reasonable extensions of time.
