LIB CITY OF CARLSBAD - AGENDA BILL , 1 TITLE: APPLICATION FOR A GRANT FROM THE CALIFORNIA STATE LIBRARY FOR THE 2005/2006 PUBLIC LIBRARY STAFF EDUCATION PROGRAM CITY MGR RECOMMENDED ACTION: Adopt Resolution No. 2005-065 authorizing the Carlsbad City Library to apply for a grant from the California State Library for the 2005/2006 Public Library Staff Education Program. ITEM EXPLANATION: The grant was developed by a team of public library directors and staff in response to the results of a survey conducted in 1998 and seeks to address the formal library education needs of California public library staff seeking a Master’s degree in library and information science. Eligible applicant libraries must apply for the grant funds on behalf of their staff that qualify for tuition reimbursement under this program. Carlsbad City Library currently has two employees who received grant money the last two years and who qualify to apply for the continuing assistance. Carlsbad City Library is requesting approval to apply for the grant money at this time in order to meet the deadline for applications in accordance with the Council calendar. FISCAL IMPACT: Awards will be made on a competitive basis and in amounts determined by actual tuition fees for the academic year. If awarded the grant, the money will be sent to the City and the Library Director will be responsible for administering the tuition reimbursement to the staff member(s) designated in the award letter in accordance with the guidelines provided. WHEREAS, the Carlsbad City Library meets the eligibility criteria to apply for funds under the 2005/2006 Public Library Staff Education Program; and WHEREAS, the goals of the City Council and the objectives of the Library support learning; and WHEREAS, the Carlsbad City Library has library school students who wish to compete for the tuition assistance funds. The program, which was developed by a team of public library directors and staff, assists you in your efforts to encourage existing staff members to pursue their MLIS degree. The new program guidelines and application for this competitive tuition reimbursement grant program follow this memo. To make the application process less confusing, we have reverted back to a single application form for past student recipients who are continuing their studies, as well as new applicants. Please make sure your staff members applying for funds in 2005/06 note the enclosed updated Frequently Asked Questions sheet. After reviewing the attached information, please distribute copies of this information to your staff. A copy of these application materials are also accessible on our website (www.1ibrary.ca.gov) as a WORD document. Please be advised that although we have not yet received federal Library Services and Technology Act funds for 2005/2006 to support this program, the necessary efforts are underway.
