HD.@ & AUTHORIZATION TO SUBMIT APPLICATION FOR WORKFORCE HOUSING REWARD PROGRAM CITY ATTY. CITYMGR RECOMMENDED ACTION: Adopt Resolution No. 2OO5-068 authorizing the Housing and Redevelopment Director to submit a grant application to the California Department of Housing and Community Development for the Workforce Housing Reward Program. ITEM EXPLANATION: The Workforce Housing Reward (WFH) Program was established pursuant to Proposition 46, the Housing and Emergency Shelter Trust Fund Act of 2002. The’WFH Program rewards cities and counties that approve housing affordable to lower income households. The Program provides grant funds for capital asset projects that benefit the community and add to the community’s quality of life. Funds available for the application period covering program year 2004 total $23 million. Funds are awarded based on the number of building permits issued for affordable units, and the number of bedrooms contained in those units. Carlsbad is eligible to receive up to $561,000 for permits issued during 2004. It is anticipated that the grant will be used to provide additional affordable housing opportunities in Carlsbad. FISCAL IMPACT: No matching funds are required to receive WFH Program grants. It is anticipated that grant funds will be used to assist in providing affordable housing to lower income households. WHEREAS, Proposition 46, the Housing and Emergency Shelter Trust Fund Act of 2002, allows cities and counties to apply for grant funds through the Workforce Housing Reward (WFH) Program; and WHEREAS, the City of Carlsbad, California is entitled to receive an allocation of WFH Program hnds based on the number of building permits issued for affordable units in 2004; and WHEREAS, the City Council has taken all testimony into account. NOW, THEREFORE BE IT HEREBY RESOLVED as follows: 1. That the above recitations are true and correct. 2. That the Housing and Redevelopment Department is authorized to submit a grant application to the California Housing and Community Development Department for the Workforce Housing Reward Program.
