RECOMMENDED ACTION:
Adopt Resolution No. 2005-078 authorizing staff to pursue Transportation Development
Act (TDA)/TransNet funding from SANDAG for preparation of a Pedestrian Master Plan, completion
of the Carlsbad Bicycle Master Plan, and for construction of a pedestrian facility on a portion of
Valley Street.
ITEM EXPLANATION:
In 2005, SANDAG will administer distribution of approximately $3,200,000 for non-motorized
facilities throughout San Diego County for bicycle and pedestrian projects under special provisions
of the Transportation Development Act (TDA)/TransNet program. Claims for this money can be
initiated by any city located in San Diego County by completing an application form and the annual
TDA claim form. Projects submitted must be included in an adopted regional, county, city, or
community plan. A resolution from the City Council for each funding cycle to request TDA funding is
required as part of the application process. The proposed projects will be in competition for funding
from other projects in cities throughout the County of San Diego. The SANDAG Bicycle Pedestrian
Working Group (BPWG) will review and prioritize the submitted projects and then forward the
prioritized list of projects for final approval to the SANDAG Board of Directors to authorize funding.
Proiect No. 1 - Pedestrian Master Plan
A Pedestrian Master Plan will help promote further development of a pedestrian environment in
Carlsbad and establish a pedestrian route network that supports safe routes to school and
connections to transit facilities. The Pedestrian Master Plan can identify priority street segments
along these routes for future capital improvements to be included in local and regional transportation
improvements plans. Pedestrian Master Plans are eligible for TDA/TransNet funding up to
$100,000. Consultants will be retained to help prepare the master plan. Estimated cost of
completion is $250,000.
Proiect No. 2 - Bicycle Master Plan
A Bicycle Master Plan is intended to guide bicycle facility planning. The plan will include general
design and engineering guidelines for revisions to existing facilities, construction of new facilities,
and an implementation program. Bicycle Master Plans are eligible for TDA/TransNet funding up to
$1 50,000. Estimated cost of completing the Carlsbad Bicycle Master Plan is $1 50,000, including
preparation of the Environmental Impact Report. A consultant will be retained for this project.
Proiect No. 3 - Valley Street Sidewalk
The portion of Valley Street being considered for sidewalk funding is located between Chestnut
Avenue and Magnolia Avenue. Approximately 400 feet of sidewalk on the north side of
Magnolia Avenue is included in the Valley Street sidewalk project. The sidewalk portion of the
project is eligible to receive TDA/TransNet funding in the amount of $364,125. A total of 2,100 feet
of sidewalk will be funded with the TDA/TransNet funds, if received. Costs for other roadway
improvements in this road segment will be addressed in the annual Carlsbad Capital Improvement
Program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING STAFF TO PURSUE
TRANSPORTATION DEVELOPMENT ACT (TDA)ITRANSNET
FUNDING FROM SANDAG FOR PREPARATION OF A
PEDESTRIAN MASTER PLAN, COMPLETION OF THE CARLSBAD
BICYCLE MASTER PLAN, AND FOR CONSTRUCTION OF A
PEDESTRIAN FACILITY ON A PORTION OF VALLEY STREET.
WHEREAS, the City Council of the City of Carlsbad, California, has determined that
bicycle and pedestrian facilities shall be part of roadway improvements as indicated in the
Circulation Element of the General Plan; and
WHEREAS, the San Diego Association of Governments (SANDAG) has solicited
from cities projects involving the construction and planning of bicycle and pedestrian-related
facilities; and
WHEREAS, Transportation Development Act (TDA) and TransNet funds have been
established and are available through SANDAG to local governments for construction and
planning of non-motorized improvements which include bicycle and pedestrian facilities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the City Council authorizes the submittal of an application to the San Diego
Association of Governments (SANDAG) for funds for preparation of a Pedestrian Master Plan,
2ompletion of the Carlsbad Bicycle Master Plan, and for construction of a pedestrian facility on a
Dortion of Valley Street.

3. The Deputy Public Works Director, Engineering Services, of the City of Carlsbad is
hereby authorized and empowered to execute in the name of the City of Carlsbad all necessary
applications to implement and carry out the purposes specified in this resolution.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
