AUTHORIZATION TO ADVERTISE FOR BIDS TO INSTALL A
SYNTHETIC TURF PLAYING FIELD AT STAGECOACH PARK -
CONTRACT NO. PKS 04-03

RECOMMENDED ACTION:
Adopt Resolution No. 2005-092 approving contract documents, special provisions and
specifications, and authorizing the City Clerk to advertise for bids to install a synthetic turf playing
field at Stagecoach Park- Contract No. PKS 0403, Project No. 39371.
ITEM EXPLANATION:
Recently, it has become increasingly difficult to effectively maintain the five-acre playing field at
Stagecoach Park. The field has suffered chronic, premature deterioration due to year round use
from soccer, baseball, and softball games. Because of the high usage, natural grass is increasingly
difficult to grow and provide a safe playing surface for the players.
Every year, the field is closed to the public for renovations and due to wet conditions caused by
weather. These closures last for approximately one month. The City spends close to $25,000 for
renovations, which includes seeding, aerification, fertilization and irrigation improvements. Annual
maintenance of the field is approximately $75,000, which includes labor, material and equipment
costs. In an effort to reduce maintenance cost, minimize weather related closures and provide a
safe playable field, the City of Carlsbad has installed a similar field at Poinsettia Park and has
received favorable responses from staff and user groups.
Contract documents and plans are on file in the Public Works/General Services ofice. This project
will address the Council Goal as described below.
“Ensure the effective and efficient delivery of topquality services to our community.”
ENVIRONMENTAL REVIEW:
This project has been determined to be exempt from environmental review per CEQA - Class 1 (c),
Minor alteration of existing facility.
FISCAL IMPACT:
The estimated cost for this project is $1,300,000. Sufficient funds have been allocated in the City’s
C.I.P. Program budget for this project. Staff estimates the City will save $75,000 annually in
maintenance cost at Stagecoach Park.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING CONTRACT DOCUMENTS, SPECIAL PROVISIONS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS TO INSTALL A SYNTHETIC TURF PLAYING FIELD AT
NO. 39371.
STAGECOACH PARK - CONTRACT NO. PKS 04-03 PROJECT
WHEREAS, the contract documents, special provisions and specifications for the
furnishing of all labor, material and equipment necessary to install a synthetic turf playing field at
Stagecoach Park, Contract No. PKS 04-03, Contract No. 39371 have been prepared and are on
file in the Public WorkdGeneral Services office and are incorporated b/ reference herein; and
WHEREAS, sufficient funds are available for this project in the Capital Improvement
Project budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. The contract documents, special provisions and specifications as referenced hereto
are hereby approved.
3. That the City Clerk of the City of Carlsbad is hereby authorized and directed to proceed
to publish, in accordance with law, Notice Inviting Bids for the work of said contract
documents, special provisions and specifications.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
heldonthe 5th day of APRIL , 2005 by the following vote, to wit:
