REQUEST FOR OUT-OF-STATE TRAVEL TO ATTEND
THE NATIONAL ASSOCIATION OF LOCAL

RECOMMENDED ACTION:
Adopt Resolution No. 2005-096 approving out-of-state travel for a Senior
Accountant in the Finance Department to attend the National Association of Local
Government Auditors Conference.
ITEM EXPLANATION:
The National Association of Local Government Auditors (NALGA) is a professional
organization, formed with the goal of improving local government auditing through education,
training and the free exchange of information and ideas. Each spring NALGA’s annual
conference brings members together for valuable training opportunities, continued education
sessions, and peer-to-peer networking experiences. The 2005 annual conference will be
held at the Pfister Hotel in Milwaukee, Wisconsin, June 12-15, 2005.
The City’s internal audit function is new and is currently staffed by a Senior Accountant in the
Finance Department. This conference will proved her with valuable information and
resources in developing the City’s program.
The 2005 NALGA Conference features:
0 Keynotes on “Challenges and Opportunities Facing Local Government Auditors”.
0 Workshops include: ethics, key national indicators and community indicators,
economic crime awareness, responding to changes in the audit environment,
conducting a fleet maintenance audit, audits-to-go: travel expenses and contracting and
fraud hotlines.
In accordance with Council policy, staff requests approval for out of state travel for the
Finance Department Senior Accountant / Internal Auditor, in order to attend the NALGA
conference.
FISCAL IMPACT:
Conference fees, airfare, hotel and meals for the staff member are anticipated to be
approximately $1,500. Funds necessary to cover these expenses are available in the
Finance Departments 2004-05 operating budget.
EXHIBITS:
1. Resolution No. 2005-096 , approving out-of-state travel for one Finance staff
member to travel to Wisconsin to attend the NALGA conference.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TRAVEL TO ATTEND THE NATIONAL ASSOCIATION OF LOCAL
GOVERNMENT AUDITORS (NALGA) CONFERENCE
CARLS BAD, CALIFORNIA, APP ROVl NG 0 UT-0 F-STATE
WHEREAS, the City Council goal to promote and support continuous learning
opportunities within the Community and City organization, exists, and;
WHEREAS, the Finance Department Senior Accountant requires this training and
learning opportunity in order to keep up to date in the internal audit field, and:
WHEREAS, the Finance Department has budgeted the funds necessary to cover the
expenses for this conference.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That out-of-state travel is hereby authorized, in accordance with City Policy, for the
Finance Department Senior Accountant to attend the NALGA conference in Milwaukee,
Wisconsin.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 5th day of APRIL , 2005 by the following vote, to wit:
