RECOMMENDED ACTION:
Adopt Resolution No. 2005-1 01 approving out-of-state travel to attend the International City
Managers Association’s Best PracticesPerformance Measurement conference in Austin, Texas.
ITEM EXPLANATION:
Over the past 5 years, the City has been developing an outcome-based performance measurement
program to help evaluate and assess the ongoing efficiency of the City organization. This effort is
being conducted in order to develop and maintain a high performing organization, which allows staff
to better meet the City Council’s strategic goals. To aid us in this endeavor, we have continued to
work with the International City Managers Association (ICMA) to broaden our knowledge and
resources on this matter, as well as allow us to develop a more relevant database for comparison.
In February 2005, the City Manager attended a League of California Cities conference in which he
gave a presentation on the value of performance measurement. Due to Carlsbad’s Performance
Measurement initiative and related experiences, the ICMA has invited the City Manager to make a
similar appearance at their upcoming Best PracticesPerformance Measurement Conference, which is
scheduled to be held from April 26‘h to April 28th in Austin, Texas.
The conference agenda offers in-depth case studies, interactive presentations, facilitated small group
discussions, and numerous opportunities for information sharing with various local agencies from
around the nation.
Currently, there are three approved attendees in this year’s budget. However, based upon ICMA’s
request, staff is requesting that the City Council authorize up to two additional representatives of the
City organization to attend.
FISCAL IMPACT:
The projected cost for 2 additional attendees is $2000. This includes conference registration, airfare,
ground transportation, hotel, and food. Travel costs can be covered by the current City Manager’s
budget.

RESOLUTION NO. 2005-101
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING TWO (2) REPRESENTATIVES FROM THE
CITY OF CARLSBAD TO ATTEND THE INTERNATIONAL CITY
MANAGERS ASSOCIATION BEST PRACTICES CONFERENCE WHICH
WILL BE HELD IN AUSTIN, TEXAS
WHEREAS, the City of Carlsbad has had experience in developing and applying performance
measurement systems; and
WHEREAS, the City of Carlsbad has been requested by the International City Managers Association
(ICMA) to present our experience at its from April 26 to April 28,2005 Best Practices Conference; and
WHEREAS, the City of Carlsbad is committed to improving the effectiveness of local government; and
WHEREAS, the City of Carlsbad has currently authorized three (3) members of the Performance
Measurement Team to attend Best Practices; and
WHEREAS, the increased cost incurred from the trip will be funded from the existing City Manager's
budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct
2. Authorizes two (2) additional city representatives to attend the ICMA Best Practices Conference to be
held in Austin, Texas
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad
onthe 5th dayof APRIL , 2005, by the following vote:
