ITEM EXPLANATION:
Rancho Cortes intersects Carrillo Way to create a T-intersection in the Rancho Carrillo
development. This intersection is located in a residential area and both streets are considered local
streets.
Staff received a citizen inquiry about the need for intersection control at this location. Currently, the
T-intersection is uncontrolled and the right-of-way rule governs the assignment of right-of-way.
The intersection does not meet the warrants for an all-way stop controlled intersection.
However, an analysis was conducted to determine if the safe approach speed on Rancho Cortes
to the intersection was less than 10 miles per hour. If so, placement of a stop sign on
Rancho Cortes could be considered at its intersection with Carrillo Way.
Results of the investigation determined that the vertical alignment of Carrillo Way did reduce the
sight distance available for a driver on Rancho Cortes to view approaching Carrillo Way vehicles.
It was determined that the available clear approach sight triangle distance to view westbound
Carrillo Way vehicles was less than the minimum needed for the 10 mile per hour approach speed
of a vehicle on Rancho Cortes. Therefore, vehicle conflicts in the intersection could be minimized
by placing a stop sign on the stem of the T-intersection, which would be Rancho Cortes.
The Traffic Safety Commission reviewed this matter at their meeting of March 7, 2005. By a
5-0 vote, the Commission recommended that a stop sign be installed on Rancho Cortes at its
intersection with Carrillo Way.
FISCAL IMPACT:
The installation of one stop sign, limit line, and a stop legend will cost about $500.

ORDINANCE NO. NS-750
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE IO, CHAPTER
10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE A
STOP ON RANCHO CORTES AT ITS INTERSECTION WITH
CARRl LLO WAY.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1 : That Title IO, Chapter 10.28 of the Carlsbad Municipal Code is amended by
the addition of Section 10.28.780 to read as follows:
“1 0.28.780 Carrillo Way. Drivers shall stop where the following
described street intersects Carrillo Way:
Rancho Cortes.”
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
(1 5) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
5th dayof APRIL ,2005, and thereafter,
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the day of , 2005 by the following vote, to wit:
