PWlGS TITLE: ” CITY ATTY. & ADOPTION OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS RECOMMENDED ACTION: Adopt Resolution No. 2005-102 adopting plans and specifications and authorizing advertisement for bids and appropriation of funds for the purchase and installation of 36 traffic signal battery backup sys tem s. ITEM EXPLANATION: During the energy crisis, staff identified the need to provide uninterrupted back up power for traffic signal systems. With uninterrupted back up power, a traffic signal can maintain normal cycle operation (green/amber/red) during power outages. Staff researched various options and determined that the best product available was the unit manufactured by the Clary Corporation. To ensure desired performance, the bid specifications will require a Clary unit or equal product. In an effort to retrofit existing signals with battery backup systems, staff has prioritized various signalized intersections within the City based on critical need resulting from high traffic volume and/or heavy pedestrian traffic. These intersections are located within the Palomar Airport Road, El Camino Real, Carlsbad Boulevard, and Rancho Santa Fe Road transportation corridors. Also included are the two signals adjacent to the City’s two high schools. Not included in this list are the three intersections on El Camino near the mall that are currently beginning construction since the UPS will be included with the new construction. The intersection of La Costa Avenue & Rancho Santa Fe Road has also been omitted due to construction. There are total of 36 signalized intersections within these areas that fall under the critical need category at this time. Staff is now ready to move ahead with the purchase and installation of 36 additional backup units. Staff has already identified 15 additional intersections and will be requesting approval of funding in the FY 2005-06 budget. This process of review and identification will continue until all critical intersections have been properly equipped. Attached, as Exhibits 2, 3, and 4 respectively, are intersection lists showing the current, proposed, and future (FYO5-06) UPS installation sites. FISCAL IMPACT: The cost to purchase and install 36 battery back up units is estimated at $288,000, or $8,000 per unit. This amount includes the battery back-up systems, auxiliary cabinets to house the units, and costs for installation of the units and cabinets. Funds in the amount of $120,000 are currently available in the Traffic Signal Maintenance Capital Outlay Budget. This amount is sufficient to buy and install 15 battery backup units. However, because staff has identified a total 36 signalized intersections that would benefit from back up capability, it is recommended that all 36 intersections be retrofitted at the same time. Based on past history, it is expected there could be some cost savings from a better unit price that may be derived from bidding on 36 units versus only 15. To purchase the additional 21 units, staff is requesting an additional $1 68,000 to be appropriated from the General Fund. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the plans, specifications and cost estimates submitted by Engineering and Street Maintenance for the purchase and installation of 36 traffic signal battery backup systems are hereby adopted. That the Finance Director is authorized to make an additional appropriation in the amount of $168,000 from the General Fund Reserves to the Traffic Signal Maintenance Operating Budget.
