STORM DRAIN AT SEACREST DRIVE
RECOMMENDED ACTION:
Adopt Resolution No.

2005-104 authorizing a construction change order for the replacement of
ITEM EXPLANATION:
The reconstruction of Seacrest Drive was awarded on November 2, 2004 to Hillcrest Contracting. This project includes root removal, pavement reconstruction, and some concrete work. After this project was awarded, City staff determined that the condition of the corrugated metal storm drain in Seacrest Drive is substantially deteriorated and in need of replacement. It is recommended that the storm drain be replaced before Hillcrest Contracting performs the road reconstruction. Staff recommends that a change order be issued to Hillcrest Contracting to complete the storm drain
replacement.
ENVIRONMENTAL COMPLIANCE:
This project is categorically exempt from the environmental review process under Section 15301
Class 1 (C) of the California Environmental Quality Act.
FISCAL IMPACT:
Hillcrest Contracting has received bids from subcontractors for the storm drain replacement.
The work can be performed at a cost to the City of approximately $80,000. The General Fund
Engineering operating budget has sufficient funds appropriated (for minor capital projects) to
complete the storm drain replacement.

RESOLUTION NO. 2005-104
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING A CONSTRUCTION
CHANGE ORDER FOR THE STORM DRAIN REPLACEMENT AT
SEACREST DRIVE.
WHEREAS, on November 2, 2004, the City Council of the City of Carlsbad awarded a
contract to Hillcrest Contracting for the construction of Seacrest Drive, Project No. 3679; and
WHEREAS, the storm drain on Seacrest Drive needs immediate replacement; and
WHEREAS, it is in the City’s best interest to have the storm drain replaced before the road
is reconstructed through the contract with Hillcrest Contracting; and
WHEREAS, Hillcrest Contracting has agreed to perform the storm drain replacement as a
change order to the existing contract; and
WHEREAS, funds are available in the amount of $80,000 in the Public Works Engineering
Operating Budget for miscellaneous capital projects.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Manager is hereby authorized to approve a construction change order
for the storm drain replacement in the amount of $80,000.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 12th day of APRIL , 2005 by the following vote, to wit:
