PLN RECOMMENDED ACTION: That the City Council RECEIVE a presentation from the San Diego County Regional Airport Authority (SDCRAA) staff regarding the proposed Airport Land Use Compatibility Plan. ITEM EXP LAN AT1 0 N : The SDCRAA has prepared a draft Airport Land Use Compatibility Plan for the area surrounding McClellan-Palomar Airport. The public review period for the Plan opened on March 8, 2005 and the deadline for comments has been extended to April 15, 2005. The SDCRAA staff has been conducting public workshops on the proposed Plan; the North County workshop was held on March 22,2005. Since the North County workshop was conducted on the same night as a regularly scheduled City Council meeting, the City requested that the SDCRAA staff present information regarding the Plan directly to the Council. Sunil Harman, Director of Airport Systems Planning for SDCRAA will be making the presentation. FISCAL IMPACT: Unknown at this time. EXHIBITS: 1. CA 92138-2776 619.400.2400 WWW.SAN.ORG March 7,2005 To Affected Jurisdictions near Airports within San Diego County: The San Diego County Regional Airport Authority, in its capacity as the Airport Land Use Commission (ALUC), has prepared the enclosed Draft San Diego County Airport Land Use Compatibility Plan (ALUCP) for review. State legislation mandates the San Diego County ALUC to prepare and adopt a new ALUCP by June 30,2005, addressing each public-use and military airport in the county. The enclosed draft countywide ALUCP is being made available for public review at select public libraries (see enclosed list of locations) and online beginning March 8 at www.san.ora/aluc. The ALUC will be holding Airport Land Use Compatibility Planning community workshops - at the dates and locations listed on the next page - for the purpose of presenting and discussing this draft plan. The draft plan includes proposed revisions to the airport influence area (AIA) boundary for each of the airports addressed. The Public Utilities Code (Section 21 675(c)) requires that the ALUC consult with involved agencies regarding establishment of the airport influence area boundaries. In addition to the community workshops and the formal public hearings that will follow later in the public review process, our staff and consultants are available to meet with representatives of your jurisdiction for the purposes of this consultation and to discuss the draft plan as a whole. Additionally, as defined by CEQA Guidelines Section 15366, your agency is considered to have “jurisdiction by law” for the project. The Airport Authority is required to consult with your agency and fulfill other procedural requirements as outlined in CEQA Sections 21 083.9 and 21 153(a), and CEQA Guidelines Section 15086(a). For San Diego International Airport, an EIR will be prepared. For the other airports addressed by the plan, Initial Studies are being prepared and Negative Declarations or Mitigated Negative Declarations are anticipated. Public hearings on the draft plan and all environmental documents will be held beginning in May. We seek your comments relating to the draft plans for the airports in your jurisdiction and the environmental documentation for the airports. We welcome any other input you can provide regarding the draft ALUCP and airport land use compatibility in San Diego County.
