RECOMMENDED ACTION:
City Council Adopt Resolution No. 2005-107 approving a grant application to the California
Arts Council for $5,000.
ITEM EXPLANATION:
The YEA! Program (Youth Education in the Arts), a new grant program of the California Arts Council,
is aimed at providing grants to arts organizations who offer arts activities to K-I 2 youth and children.
The YEA! program continues the California Arts Council’s commitment of engaging young people in thr
arts through sequential, hands-on arts activities by supporting ongoing arts in education programs at
schools and community sites. Grants are available to nonprofit arts organizations and city and county
public arts agencies that have a demonstrated history of serving youth for a minimum of three
consecutive years.
Staff will submit a proposal related to the City’s Three-Part-Art outreach program. The program has
a multi-pronged approach designed to introduce Carlsbad’s third and fourth-graders to the experience
of interacting with and learning from original works of art within a museum setting. The Three-Part-Art
program meets the California Arts Council’s grant criteria.
The current annual costs for the Three-Part-Art program are over $30,000. The Arts Office is
requesting Council approval of a grant application in the amount of $5,000 to the California
Arts Council.
FISCAL IMPACT:
All grant recipients are required to provide a dollar-for-dollar cash match. Matching funds may
come from private contributions, local or federal grants, or other sources. Grants will be awarded
by the California Arts Council in June 2005. The Arts Office will use funds budgeted in its Arts
Education General Fund account as the match.

RESOLUTION NO. 2005-107
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING A GRANT APPLICATION TO THE CALIFORNIA
ARTS COUNCIL IN THE AMOUNT OF $5,000.
WHEREAS, the California Arts Council has developed a new grant program, the YEA!
Program (Youth Education in Arts), that is aimed at providing grants to arts organizations who
offer arts activities to K-I 2 youth and children; and
WHEREAS, the City’s Three-Part-Art outreach program is eligible to receive such a grant
if awarded; and
WHEREAS, the Arts Office will submit a proposal in the amount of $5,000 to assist with
funding the Three-Part-Art program currently offered to Carlsbad schoolchildren; and
WHEREAS, if the City is awarded the grant, the California Arts Council requires
all grant recipients to provide a dollar-for-dollar cash match; and
WHEREAS, the Arts Office will use funds budgeted in its Arts Education General Fund
account as the match.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as
follows:
1. That the above recitations are true and correct.
2. That the grant application to the California Arts Council is hereby approved.
PASSED, APPROVED AND ADOPTED, at a regular meeting of the City Council
of the City of Carlsbad, California, held on the 19thfby of April ,2005, by the
following vote, to wit:
